试论我国高校院系级教授委员会之建设

【摘要】:在我国《国家中长期教育改革和发展规划纲要(2010—2020年)》提到,要探索教授治学的有效途径,充分发挥教授在教学、学术研究和学校管理中的作用。这既反映了教授在大学教学与科研工作中的重要地位,也映照出我国高校教授学术权力严重衰微的现状。目前,,我国高校普遍存在行政权力泛化、学术权力弱化的现象,违背了大学的发展规律。面对这一问题,众多专家学者提出了“教授治学”的民主管理制度。“教授治学”通过赋予教授学术权力,确立学术本位的价值,从而进行民主管理,促进学术自由的创建,而实现教授治学的有效途径之一,就是构建教授委员会制度。教授委员会,是以教授为主体对学术性事务进行决策的机构。教授凭借自身在专业领域的学术造诣与权威地位进入到教授委员会中,通过集体决策的方式为学校或者学院的发展提供指导,以确保决策能符合学术发展的规律,有利于学校或学院的长远发展。而在我国高等教育体制下,构建院系级教授委员会更加具有可行性与操作性。 本论文通过综合运用文献研究法、历史研究法和比较研究法等方法对我国高校构建院系级教授委员会做了系统的研究,从如下的四个章节进行研究。 第一章节是对教授委员会的内涵进行概述,分析其在国内外的发展历史,并对其功能进行了阐述;指出我国高校构建院系级教授委员会比校级教授委员会更具可行性。同时,针对院系级教授委员的运作规范进行了深入探讨,对院系级教授委员会的定位与职能、成员产生办法与遴选标准进行分析。第二章节分析了建设院系级教授委员会的理论依据以及现实意义。“教授治学”是院系级教授委员会其理论依据,并指出其在构建具有中国特色的现代大学制度、平衡学术权力与行政权力、保障教学与科研职能和实现高校内部管理突破四个方面具有现实意义。第三章节探讨了建设院系级教授委员会的可行路径,分别从政府层面、大学层面、院系层面及教授层面提出了建议。
[Abstract]:In the outline of the National Medium-and Long-Term Education Reform and Development Program (2010-2020), it is mentioned that it is necessary to explore the effective ways of teaching and learning, and give full play to the role of professors in teaching, academic research and school management. This not only reflects the important position of professors in university teaching and research work, but also reflects the serious decline of academic power of professors in colleges and universities in China. At present, there is a general phenomenon that administrative power is generalized and academic power is weakened in colleges and universities in our country, which is contrary to the law of university development. Faced with this problem, many experts and scholars put forward the democratic management system of "teaching and learning". By endowing professors with academic power, establishing the value of academic standard, and thus carrying out democratic management and promoting the establishment of academic freedom, one of the effective ways to realize the academic research of professors is to construct the system of professors' committees. A committee of professors is a body that makes decisions on academic matters with professors as the main body. By virtue of their academic attainments and authoritative status in the professional field, professors enter the professorship committee to provide guidance for the development of schools or colleges through collective decision-making, so as to ensure that decisions can conform to the laws of academic development. It is good for the long-term development of school or college. Under the higher education system of our country, it is more feasible and operable to construct the committee of faculty and professor. This paper makes a systematic study on the construction of the committee of professors in colleges and departments in our country by using the methods of literature research, historical research and comparative research, which are studied from the following four chapters. The first chapter summarizes the connotation of the committee of professors, analyzes its development history at home and abroad, and expounds its function, and points out that it is more feasible for colleges and universities in our country to construct the committee of professors of faculties than that of the committee of professors at school level. At the same time, this paper makes a thorough discussion on the operational norms of the committee members of the faculty and departments, and analyzes the orientation and functions of the committee of professors at the department level, the selection method and the selection criteria of the committee. The second chapter analyzes the theoretical basis and practical significance of constructing the committee. "academic study by Professor" is the theoretical basis of the Committee of Professors at Faculty and Department level, and points out that it is constructing a modern university system with Chinese characteristics and balancing academic power with administrative power. It is of practical significance to guarantee the function of teaching and scientific research and to realize the breakthrough of internal management in colleges and universities. The third chapter discusses the feasible way to construct the committee, and puts forward some suggestions from the government level, the university level, the department level and the professor level.
