万杰医学院教学质量保证体系的构建与测评研究

【摘要】:2011年4月胡锦涛总书记在庆祝清华大学建校100周年大会上明确提出“不断提高质量,是高等教育的生命线”,“坚持走内涵式发展道路,借鉴国际先进理念和经验,全面提高高等教育质量,不断为社会主义现代化建设提供强有力的人才保证和智力支撑。”我国民办高校自改革开放以后发展至今,已经进入了以质量求生存谋发展的阶段,只有高水平的教育教学质量才能实现学校的办学目的。如何建立一套科学、完备的高等学校内部教学质量管理体系,这是当前民办高校适应高等教育发展趋势、培育核心竞争力的首要问题。 本文以万杰医学院质量保证体系的构建与测评为研究对象,旨在引用国际先进的质量管理理念(尤其是ISO9001:2000标准),借鉴其中的事前控制为主、持续改进、全员参与等科学管理思路,结合民办高等院校的现状和发展前景,参考普通高校本科教学评估方案,构建适合万杰医学院的教学质量保证体系与测评体系,,并进行旨在提高民办高校管理规范性和可操作性的管理模式探讨。 在本文中,笔者利用文献资料研究法,参考了ISO9000的基本理论与八项基本原则,特别是PDCA循环理论,分析探讨了9000族标准在民办高校管理运行中的适宜性与可行性,然后利用实证分析与图表分析等研究方法,结合万杰医学院自身特点,分析了办学定位、质量目标与方针、资源优化配置、各教学服务环节的识别、体系的测评指标与方案等问题,最终构建起一个合理适宜的万杰医学院教学质量保证体系与持续改进的测评体系。 万杰医学院质量保证体系的构建,为教学质量的提高提供了有力的保障,有利于现有资源的整合,保证了人才培养质量,提高了办学的效益,最终实现办学成果质量的提高。同时大大提高了民办高校办学的规范性化水平,降低了民办高校因管理问题而造成的经营风险,为省内外同类院校提供了有力的借鉴。
[Abstract]:In April 2011, General Secretary Hu Jintao made it clear at the conference to celebrate the 100th anniversary of the founding of Tsinghua University that "continuous improvement of quality is the lifeline of higher education", "adhere to the path of implicit development, and learn from advanced international concepts and experiences." Improve the quality of higher education in an all-round way, and continuously provide strong talent guarantee and intellectual support for socialist modernization. " Since the reform and opening up to the outside world, private colleges and universities in China have entered the stage of seeking survival and development by quality. Only the high level of education and teaching quality can achieve the purpose of running a school. How to set up a set of scientific and complete teaching quality management system in colleges and universities is the primary problem for private colleges and universities to adapt to the development trend of higher education and cultivate the core competitiveness. This paper takes the construction and evaluation of the quality assurance system of Wanjie Medical College as the research object, aiming at quoting the international advanced quality management idea (especially the ISO9001:2000 standard), referring to the prior control and continuously improving. The scientific management idea such as full participation, combined with the present situation and development prospects of private colleges and universities, and referring to the undergraduate teaching evaluation plan of ordinary universities, the teaching quality assurance system and evaluation system suitable for Wanjie Medical College are constructed. And to improve the management of private colleges and universities standardized and operational management model. In this paper, the author makes use of the literature research method, referring to the basic theory and eight basic principles of ISO9000, especially the theory of PDCA cycle, analyzes and discusses the suitability and feasibility of 9000 family standards in the management and operation of private colleges and universities. Then, by means of empirical analysis and chart analysis, combined with the characteristics of Wanjie Medical College, this paper analyzes the orientation of the school, the quality objectives and policies, the optimal allocation of resources, and the identification of each teaching service link. Finally, a reasonable and appropriate teaching quality assurance system and continuous improvement evaluation system of Wanjie Medical College are constructed. The construction of the quality assurance system of Wanjie Medical College provides a powerful guarantee for the improvement of teaching quality, is beneficial to the integration of existing resources, ensures the quality of personnel training, improves the efficiency of running a school, and finally realizes the improvement of the quality of educational achievements. At the same time, it has greatly improved the standard level of running a private university, reduced the management risk caused by the management problem of the private university, and provided a powerful reference for the similar colleges and universities inside and outside the province.
