河北省高校中外合作办学研究

【摘要】:高等教育的国际化和大众化及国家相关政策法规的出台,促使我国高等教育的国际交流与合作不断加强。作为跨国高等教育的主要形式,高校中外合作办学为高等教育的国际交流与合作搭建了一个平台。近年来,河北省高校的中外合作办学取得了一定的发展,已有14所高校举办了37个合作项目。本文对河北省高校中外合作办学的历史发展、现状和存在问题进行了系统研究,以期为河北省高校中外合作办学的开展提供决策参考。 本研究主要运用文献法和历史研究法,首先在解析中外合作办学的相关概念和理论基础的基础上,根据高等教育的内外部关系规律,对中外合作办学的产生动因进行了分析,并对我国改革开放以来中外合作办学的历史进行了梳理。其次,从办学结构、办学模式、管理体制和办学质量等方面对河北省高校中外合作办学的现状进行了具体的分析:办学结构以专科层次为主,集中于信息技术、工商管理和经济学类,在地级市有一定的分布;.办学模式呈多样化;实行中央和地方两级管理的外部管理和联合管理委员会机制下的内部管理;办学质量较高。但是仍存在以下问题:合作层次偏低,专业分布与河北省经济发展的契合度差;参与合作的外方主体单一,合作的组织机构项目偏多,机构较少,松散型、嫁接型交流多,融合型的合作少;外部管理存在“重审批,轻管理”和多头管理现象,政策法规不完善,缺乏针对性和可操作性,内部管理缺少自主权,受制于合作中方主体高校,外方参与管理力度差;外方合作者和外籍教师的质量层次不齐;针对河北实际的质量评估机制不健全,办学质量有待提高。所以,河北省高校中外合作办学应提高合作层次,以提升办学水平,调整专业结构,以适应河北省产业结构的调整和经济的发展;加强办学模式的广度和深度构建,扩展合作主体的范围,设置多种形式的组织机构,构建以融合型为主多元化的合作模式,以实现真正意义上的合作;完善办学管理体制,为中外合作办学健康发展提供制度保障;建立与完善监管体制和质量保障机制,提高办学质量,促进河北省高校中外合作办学的可持续发展。
[Abstract]:The internationalization and popularization of higher education and the promulgation of national policies and regulations promote the international exchange and cooperation of higher education in China. As the main form of transnational higher education, Sino-foreign cooperation in running colleges and universities provides a platform for international exchange and cooperation in higher education. In recent years, the Sino-foreign cooperation of Hebei Province colleges and universities has made a certain development, 14 colleges and universities have held 37 cooperation projects. This paper makes a systematic study on the historical development, present situation and existing problems of Sino-foreign cooperative education in Hebei Province, in order to provide a reference for the development of Chinese-foreign cooperation in Hebei Province. This research mainly uses the literature method and the historical research method, first of all, on the basis of analyzing the related concepts and theoretical basis of Sino-foreign cooperative school running, according to the law of internal and external relations of higher education, it analyzes the reasons of the emergence of Sino-foreign cooperative school running. And the history of Chinese-foreign cooperation in running schools since the reform and opening-up. Secondly, from the aspects of the structure, mode, management system and quality of running a school, the paper makes a concrete analysis of the present situation of Sino-foreign cooperation in running a school in Hebei Province: the structure of running a school is mainly specialized in level, and it is concentrated on information technology. Business administration and economics, in the prefecture-level cities have a certain distribution; . The mode of running a school is diversified, the external management of central and local level management and the internal management under the mechanism of joint management committee are carried out, and the quality of running a school is high. However, there are still the following problems: the level of cooperation is low, the degree of agreement between the professional distribution and the economic development of Hebei Province is poor; The main body of foreign parties involved in cooperation is single, the cooperation organization projects are on the side, the organization is less, loose type, grafting type communication is more, fusion type cooperation is less; The external management has the phenomenon of "emphasizing examination and approval, light management" and multi-head management, the policies and regulations are imperfect, lack of pertinence and maneuverability, lack of autonomy in internal management, subject to the main body of cooperative Chinese universities, and foreign participation in management is poor; The quality level of foreign cooperators and foreign teachers is not uniform, and the actual quality evaluation mechanism of Hebei is not perfect, and the quality of running a school needs to be improved. Therefore, colleges and universities in Hebei Province should raise the level of cooperation in order to improve the level of running schools, adjust the professional structure, and adapt to the adjustment of industrial structure and economic development of Hebei Province. Strengthening the breadth and depth of the mode of running a school, expanding the scope of the main body of cooperation, setting up a variety of forms of organization, and building a multi-mode of cooperation based on integration, in order to achieve the true sense of cooperation; To perfect the management system of running a school, to provide the system guarantee for the healthy development of Sino-foreign cooperation in running a school, to establish and perfect the system of supervision and quality guarantee, to improve the quality of running a school, and to promote the sustainable development of Chinese-foreign cooperation in running a school in Hebei Province.
