基于19796国际标准的教师教育创新平台项目的质量管理与保障

【摘要】:为了落实免费教育政策,加大对师范教育的支持力度,推动教师教育改革发展,提高教师教育质量水平,2009年6月12日,教育部在六所部属师范大学开始实施“教师教育创新平台项目计划”,并颁发了《教育部关于“教师教育创新平台项目”实施工作意见》。华中师范大学以中部地区的独特优势承担了“国家教师教育创新平台985工程”项目,为了顺利实施我校的教师教育创新平台项目,并保障其建设质量,本论文采用国际标准ISO/IEC19796指导教师教育创新平台项目的建设,最后提交19796标准在我国应用的技术报告。 “教师教育创新平台项目计划”是“优势学科创新平台项目”的重要组成部分,为了培养未来的教师,计划用最好的师资和教学条件来培养师范生。 ISO/IEC19796标准是国际标准化组织ISO/IEC JTC1/SC36提出的针对信息技术学习、教育和培训制定的管理、保障和度量标准,是质量领域中比较有代表性和权威性的标准。本论文分析了国内外有关质量保障标准的现状,利用ISO/IEC19796标准提供的RFDQ过程模型和统一质量模型去指导教师教育创新平台项目的建设,并保障其质量。 本论文的研究内容主要包括: (1)介绍国内外的质量保障标准,收集国内外数字化学习领域的质量保障标准及应用案例,寻找合适的质量保障体系 (2)根据19796-1中的RFDQ过程模型指导教师教育创新平台项目的建设 19796-1提出了教育、学习和培训领域中的质量方法描述参考模型,即RFDQ过程模型,包括需求分析、框架分析、概念/设计、开发/制作、实施、学习过程、评价/最优化等七个过程,本文中应用RFDQ过程模型来指导教师教育创新平台项目的建设。 (3)构建我校教师教育创新平台项目的质量保障体系 根据ISO/IEC19796国际标准的第二部分和第六部分,能够保障教师教育创新平台各个过程的质量和可靠性。最后,构建我校教师教育创新平台项目的质量保障体系,不仅可以指导其他师范院校教师教育创新平台的建设,还可以为我国数字化学习领域的质量保障提供实践性案例。
[Abstract]:In order to implement the policy of free education, increase support for teacher education, promote the reform and development of teacher education and improve the quality of teacher education, on 12 June 2009, The Ministry of Education has begun to implement the "Project Plan of Innovation platform for teacher Education" in six normal universities under the Ministry of Education, and has issued the "opinions on the implementation of the Project of Innovation platform for teacher Education" issued by the Ministry of Education. Huazhong normal University has assumed the project of "National teacher Education Innovation platform 985 Project" with the unique advantages of the central region. In order to carry out the teacher education innovation platform project of our university smoothly and guarantee its construction quality, In this paper, the international standard ISO/IEC19796 is adopted to guide the construction of teacher education innovation platform project. Finally, the technical report of the application of 19796 standard in China is presented. "teacher Education Innovation platform Project" is an important part of "superiority discipline Innovation platform Project". In order to train future teachers, it is planned to train normal students with the best teachers and teaching conditions. ISO/IEC19796 standard is a management, guarantee and measurement standard for information technology learning, education and training proposed by ISO/IEC JTC1/SC36. It is a representative and authoritative standard in the field of quality. This paper analyzes the current situation of quality assurance standards at home and abroad, and uses the RFDQ process model and unified quality model provided by ISO/IEC19796 standard to guide the construction of teacher education innovation platform project and guarantee its quality. The main contents of this thesis are as follows: (1) introducing the quality assurance standards at home and abroad, collecting the quality assurance standards and application cases in the field of digital learning at home and abroad. To find a suitable quality Assurance system (2) according to the RFDQ process model in 19796-1, the reference model of quality method description in the field of education, learning and training is put forward according to the construction of teacher education innovation platform project 19796-1. The RFDQ process model includes seven processes: requirement analysis, framework analysis, concept / design, development / production, implementation, learning process, evaluation / optimization, etc. In this paper, RFDQ process model is used to guide the construction of teacher education innovation platform project. (3) constructing the quality assurance system of the teacher education innovation platform project in our school can guarantee the quality and reliability of each process of the teacher education innovation platform according to the second part and the sixth part of the ISO/IEC19796 international standard. Finally, the construction of the quality assurance system of teacher education innovation platform project in our university can not only guide the construction of teacher education innovation platform in other normal colleges, but also provide practical cases for the quality assurance in the field of digital learning in our country.
