关于高校债务化解的思考

【摘要】：始于1999年的高校全面扩招,使得高校大规模举债建设,实现了我国高等教育的跨越式、超常规的发展。也正因为此,高校债务繁重,承担了相当的债务风险。政府应建立科学的高校债务化解财政支出绩效评价体系,严控新增贷款规模。坚持政府投入为主、高校多渠道筹资为辅的机制,逐步化解高校债务。
[Abstract]:Since 1999, colleges and universities have expanded their enrollment in an all-round way, which has enabled them to raise loans on a large scale, thus realizing the leapfrog and extraordinary development of higher education in our country. Also because of this, the university debt is heavy, undertook the considerable debt risk. The government should establish a scientific performance evaluation system of university debt to resolve financial expenditure and strictly control the scale of new loans. Adhere to the mechanism of government investment and multi-channel financing, and gradually resolve the debt of colleges and universities.
