英国高等教育质量保障体系及其对我国的启示

【摘要】：随着高等教育逐渐步入大众化,高等教育规模不断扩大,高等教育质量受到普遍关注。在高等教育人数提高的同时,如何保障教育的质量,成为高等教育发展面临的新挑战,建立一个完善有效的高等教育质量保障体系成为一项重要的工作。为应对高等教育质量出现的问题,许多国家纷纷加强了质量保障体系的建设,其中英国的高等教育质量保障体系建设已位于世界前列,其质量保障体系受到各国的关注。具体分析英国质量保障体系的构成和特点,吸取它的经验,有助于改善我国的高等教育质量保障体系建设。本文分为四个部分：第一部分主要介绍选题背景和选题意义,以及国内外相关研究成果,并对高等教育质量和质量保障体系概念进行了分析；第二部分介绍英国高等教育质量保障体系,分别从内部、外部和社会机构及新闻媒体三个方面对其体系进行详细分析；第三部分则从参与主体、评估体系、政策法规等方面总结出英国高等教育质量保障体系具有的特点；第四部分则通过结合我国高等教育质量保障体系现阶段存在的问题,主要是从保障主体、内部保障体系、评估专业性和法律政策等方面进行了分析,借鉴英国在这些方面取得的经验,提出对我国高等教育质量保障体系建设的建议。
[Abstract]:With the popularization of higher education, the scale of higher education is expanding, and the quality of higher education is paid more and more attention. At the same time, how to guarantee the quality of higher education has become a new challenge to the development of higher education. It is an important task to establish a perfect and effective quality assurance system of higher education. In order to deal with the problems of higher education quality, many countries have strengthened the construction of quality assurance system, among which the British higher education quality assurance system has been in the forefront of the world, and its quality assurance system has been concerned by all countries. It is helpful to improve the construction of the quality assurance system of higher education in our country by analyzing the constitution and characteristics of the quality assurance system in Britain and absorbing its experience. This paper is divided into four parts: the first part mainly introduces the background and significance of the topic, as well as related research results at home and abroad, and analyzes the concepts of higher education quality and quality assurance system; The second part introduces the British higher education quality assurance system, respectively from the internal, external and social institutions and the media three aspects of the system of detailed analysis; The third part summarizes the characteristics of the British higher education quality assurance system from the aspects of the participants, the evaluation system, the policies and regulations, etc. The fourth part analyzes the problems existing in the quality assurance system of higher education in China at the present stage, mainly from the aspects of the main body, the internal security system, the evaluation of specialty and the legal policy, etc. This paper draws lessons from the experience of Britain in these aspects and puts forward some suggestions on the construction of quality assurance system of higher education in China.
