中美高校筹资渠道的比较研究

【摘要】:本文研究的目的是比较研究中美高校在筹资渠道上存在的差异,分析中美高校目前存在的差异的原因,结合中国高校目前所处环境提出建议。 首先,本在探讨国内外高校筹资渠道现状的基础上提出课选题理由和选题意义,并在研究国内外关于高校筹资综述的基础上界定筹资、筹资渠道、筹资机制等有关筹资的相关概念,并解释高校筹资的可行性和必要性。此外还叙述了高校准公共产品性质理论、高校人力资本理论、成本分担理论等有关理论和高校筹资的四个原则,这些概念、理论和原则为本文进行的研究奠定坚实的理论基础。 其次,分析中美高校主要的筹资渠道,包括政府的财政支持、社会捐赠收入、高校收取的学费、债务筹资和服务性收入,通过中美高校各种筹资渠道的历史、现实状况和特点等影响因素从不同的角度对其进行分析。 再次,对美国高校与中国高校的五个主要筹资渠道进行比较分析,通过各高校具体的数据进行比对,得出美国高校和中国高校在五个主要筹资渠道上的差别。得出中国高校在社会捐赠筹资、债务筹资两个方面与美国高校筹资有巨大的额差异。结合美国和中.国目前的国情对其差别进行分析,寻找其产生差别的原因,包括政府行为、市场经济、文化传统和高校自身。 最后,在分析原因的基础上,结合美国高校和中国高校筹资渠道上的差别,并比对中美两国国情和高校所处宏观条件,得出美国高校筹资过程中对高校的可借鉴部分,并分别根据五个主要的筹资渠道提出加强政府在高校筹资中影响、健全高校收费差异化制度、深化高校对社会捐赠的支持与管理、积极推进中国教育债券的发展以及加强市场联系等五条建议。
[Abstract]:The purpose of this study is to compare the differences in funding channels between Chinese and American universities, to analyze the causes of the differences, and to put forward some suggestions based on the current environment of Chinese colleges and universities. First of all, on the basis of discussing the current situation of financing channels at home and abroad, this paper puts forward the reasons and significance of selecting the subject, and defines the financing and financing channels on the basis of studying the summary of university financing at home and abroad. It also explains the feasibility and necessity of raising funds in colleges and universities. In addition, it also describes the theory of quasi-public goods, the theory of university human capital, the theory of cost sharing, and the four principles of raising funds in colleges and universities. These concepts, theories and principles lay a solid theoretical foundation for the research in this paper. Secondly, it analyzes the history of the main financing channels of Chinese and American universities, including government financial support, social donation income, tuition fees collected by colleges and universities, debt financing and service income, and through various funding channels of Chinese and American universities. The influence factors, such as reality and characteristics, are analyzed from different angles. Thirdly, by comparing the five main financing channels between American universities and Chinese universities, the differences between American universities and Chinese universities in the five main financing channels are obtained by comparing the specific data of each university. It is concluded that there is a huge difference between Chinese universities and American universities in social donation financing and debt financing. Combined with the United States and China. The country's current national conditions analyze the differences and find out the causes of the differences, including government behavior, market economy, cultural traditions and universities themselves. Finally, on the basis of the analysis of the reasons, combining the differences in the financing channels between American universities and Chinese universities, and comparing the national conditions of China and the United States and the macro conditions of colleges and universities, the paper draws a conclusion that the financing process of American colleges and universities can be used for reference. According to the five main financing channels, the paper proposes to strengthen the influence of the government in the financing of colleges and universities, improve the system of charging differentiation in universities, and deepen the support and management of social donation in colleges and universities. Actively promote the development of China's education bonds and strengthen market linkages and other five recommendations.
