中央苏区廉政经验与当代大学生廉政教育研究

【摘要】：腐败不仅直接危害着执政党的地位和社会的和谐。反腐倡廉建设是中国共产党的重要历史使命。惩治腐败，预防为先。党的十七大明确提出要在完善惩治体系的同时，要以建设预防腐败体系为重点。而在预防腐败体系中，加强对全体公民尤其是党员干部的廉政教育，是非常重要的一环。《建立健全教育、制度、监督并重的惩治和预防腐败体系实施纲要》（2008－2012）明确指出，要在全体国民尤其是全体党员中加强反腐倡廉教育，增强社会成员的反腐倡廉意识，提高反腐倡廉建设实效性。当代大学生，由于其自身特定的思想品德和心理特点，对社会现象尚没有形成独立的、辩证的见解，容易受到我国经济、政治和社会生活中腐败现象的影响，，从而也影响到他们成长成才中正确价值观的形成。大学生是中国特色社会主义事业的后备建设者和接班人，他们的反腐倡廉意识，将直接关系到我国反腐倡廉建设事业的可持续发展。然而，目前高校在思想政治教育中，更多地还是局限于大学生日常行为规范的养成和社会主义意识形态的灌输，对他们进行廉政教育还有待于加强和拓新。因此，加强在大学生思想政治教育中的反腐倡廉教育，是当前提高大学生思想政治教育工作实效性的紧迫要求和新课题。本论文基于导师李康平教授主持的教育部人文社科项目《红色文化在高校思政课教育教学运用的研究》（09JDSZK031）而完成的主体性研究论文。建党以来，反腐倡廉工作是中国共产党始终坚持的主题之一。在这90多年的历程中，苏区时期中国共产党的廉政基本实践是宝贵廉政教育资源。因此，本文从回溯中央苏区廉政基本实践的历史进程，挖掘其优质的廉政文化资源和价值，提升其理论形态，并运用到大学生廉政教育的实践中去，实现历史经验与时代教育实践的统一。拟从历史的视角，结合目前大学生思想政治教育实践，对如何加强大学生反腐倡廉教育进行对策性的论述，以期拓新大学生思想政治教育研究的领域。本文基于目前大学生廉政教育的现状，基于大学生即将承担的社会角色对于社会主义建设事业的重要性，基于目前社会等领域腐败现象对大学生思想和学习生活的影响，在大学生思想政治教育中强化廉政教育，是非常重要和必要的。本文试图通过研究和总结苏区廉政基本实践的历史背景、苏区廉政基本实践的历史进程及其主要经验，尤其是从理论上有针对性地提炼出对于当代大学生廉政教育实践有价值的优质资源，结合当前大学生廉政教育的实际，来论述当代大学生廉政教育的主要内容和对策，包括：廉政信念教育、廉政价值观教育、廉政精神教育、廉政作风教育、廉政法制教育、廉政制度教育等。本文以历史经验提升——优质资源开发运用——教育价值实现的思路，把苏区廉政的历史经验提炼转化成大学生廉政教育优质资源，并将苏区廉政的实践资源和历史经验开发和运用于当代大学生的廉政教育实践，创新当代大学生廉政教育的实践路径和平台，实现当代大学生廉政教育的价值，从而达到苏区廉政资源价值实现与当代大学生廉政教育效果的统一。本文力求在学术界对苏区廉政基本实践历史进程、经验研究总结的基础上，结合大学生实际，就在新时期如何将苏区廉政基本实践的经验贯彻到大学生反腐倡廉教育实践中，把廉政文化历史资源与当代大学生廉政教育的时代要求有机结合起来展开研究，并以此作为参考设定大学生廉政教育的基本内容、要求及实践路径，探研大学生廉政教育的“趋前教育”和“职前教育”的实践路径，这是本文的创新之处。从全文来看，如何将苏区廉政经验与优质资源运用到大学生廉政教育实践中，作出更深入的研究，如何将史论和时代要求进行有机的融合的研究，还有待于后续深入研究和学习。
