顶层设计视角下的开放大学师资队伍建设

【摘要】：师资队伍建设是办好国家开放大学的发展战略的一个重要组成部分,然而,在开放大学建设热潮中,这个问题似乎还没有引起足够重视。本文从顶层设计的角度阐述国家开放大学不同层次办学机构教师的不同角色定位以及开放大学师资队伍建设规划。作者认为,不同层次办学机构教师的定位不同,角色自然有别,所侧重的素质和能力也应该有异,另一方面,在加强总部/顶层的教师队伍建设的同时,也要把中间层和基础层的师资队伍建设纳入国家开放大学师资队伍发展战略规划之中,形成国家开放大学办学网络上下联动的局面,共建一支互补型高素质的师资队伍。
[Abstract]:The construction of faculty is an important part of the development strategy of the National Open University. However, in the upsurge of the construction of the Open University, this problem seems to have not been paid enough attention to.From the perspective of top-level design, this paper expounds the different roles of teachers in different levels of the National Open University and the construction plan of the teaching staff of the Open University.The author holds that the teachers of different levels have different roles and roles, and their quality and ability should also be different. On the other hand, while strengthening the construction of the headquarter / top-level teachers,It is also necessary to bring the construction of teachers in the middle and basic levels into the strategic planning of the development of the national open university faculty, so as to form a situation in which the national open university education network moves up and down, and build a complementary high quality teaching staff together.
