我国成人教育咨询服务体系的构建之思

【摘要】：成人教育咨询是现代咨询服务业的一个重要分支,也是成人教育各相关主体优化自身行为的有力支撑。成人教育咨询在我国尚属新生事物,人们对它的关注和认识程度十分有限。当前,我国成人教育咨询服务体系建设严重滞后于成人教育实践的发展需要。教育政策的制定直接影响到我国成人教育事业改革与发展的方向和进程,成人教育咨询是实现政府决策科学化、民主化的有效保证。各级政府教育主管部门要适应职能转变的时代要求,树立明确的咨询意识,积极建立教育决策咨询委员会。构建更加完善的面向政府的成人教育决策咨询服务体系要注重发挥现有政府所属成人教育研究机构的咨询功能,并逐步将其推向市场；也要鼓励民间咨询机构的发展,形成多元格局。各级各类成人教育学校面向社会自主办学、通过市场竞争获取办学资源的机制已经形成。成人教育学校应对激烈的市场竞争、实现学校转型、促进管理科学化都对以院校研究为基础的成人教育咨询产生了迫切需求。构建更加完善的面向学校的成人教育咨询服务体系既要重视开展内部咨询,也要主动寻求外部咨询,二者各有优劣,应当结合使用,以实现优势互补。终生学习已经成为21世纪的生存法则,参加成人教育活动、更新知识和技能越来越成为人们的必需。在职成人恰当选择成人教育课程、专业和学校,提高学习效率和质量都需要专业化成人教育咨询服务的智力支持。成人教育学校和社会咨询机构在提供学前咨询和在学咨询时各有其优势和侧重点。我国成人教育咨询服务体系的构建需要政府和成人教育咨询机构的共同努力。各级政府要通过制定法律法规、强化行业监管、给予资金支持、引导市场发育等手段鼓励、支持我国成人教育咨询业的发展；成人教育咨询机构要通过加强专业化和集约化、积极开拓新的业务领域、组建成人教育咨询行业协会等手段不断强化自身建设。
[Abstract]:Adult education consultation is an important branch of modern consulting service industry, and it is also a powerful support for adult education subjects to optimize their own behavior.Adult education consultation is a new thing in our country, and people's attention and understanding to it is very limited.At present, the construction of adult education consultation service system in China lags behind the development of adult education practice.The formulation of educational policy has a direct impact on the direction and process of the reform and development of adult education in China. Adult education consultation is an effective guarantee to realize the scientific and democratic decision-making of the government.Government departments in charge of education at all levels should adapt to the needs of changing their functions, establish a clear sense of consultation, and actively establish advisory committees for educational decisions.To construct a more perfect service system of adult education decision-making and consultation for the government, we should give full play to the advisory function of the existing government-affiliated adult education research institutions and gradually bring it to the market, and encourage the development of private consulting institutions.To form a pluralistic pattern.All kinds of adult education schools at all levels are oriented to run their own schools, and the mechanism of obtaining school resources through market competition has been formed.Adult education schools should deal with the fierce market competition, realize school transformation, and promote scientific management, all of which have an urgent need for adult education consultation based on college research.To construct a more perfect service system of adult education consultation for schools should pay attention to both internal and external consultation. They have their own merits and demerits and should be used in combination in order to complement each other.Lifelong learning has become the survival rule of the 21st century. It is more and more necessary to participate in adult education activities and update knowledge and skills.The proper selection of adult education courses, majors and schools, and the improvement of learning efficiency and quality require the intellectual support of professional adult education consulting services.Adult education schools and social counseling institutions have their own advantages and emphases in providing preschool counseling and learning counseling.The construction of adult education consultation service system in China needs the joint efforts of the government and the adult education consulting institutions.Governments at all levels should encourage the development of China's adult education consulting industry by formulating laws and regulations, strengthening industry supervision, giving financial support, guiding market development, and so on.Actively explore new areas of business, the establishment of adult education consulting industry associations and other means to strengthen their own construction.
