社会转型期我国大学后继续教育发展策略研究

【摘要】: 二十多年的改革与发展,已触及到当今中国社会生活的每一个层面,而对外开放的全球化战略,已使中国与世界一体化浪潮交织到一起。中国社会的转型成为不可逆转的既定事实,它使处在新旧交替阶段的每一个领域都在发生着深刻的变革,新生的事物不断涌现,旧有的弊端浮出表面,这其中就包括我国大学后继续教育。本课题试图从政治、经济、文化、科技多角度审视社会转型期的诸多特征,综合考察它们带给我国大学后继续教育发展的机遇与挑战,以期在此基础上找到一套把握机遇,解决问题,促进大学后继续教育健康发展的可行性策略。全文分为三个部分: 第一部分:研究课题有关概念的界说。本部分通过对社会转型、社会转型期和大学后继续教育三个基本概念的界定,确立了社会转型期我国大学后继续教育发展策略研究所依傍的理论框架。 论文指出社会转型的内涵有广义和狭义之分,,本研究取其广义内涵界定,即社会转型是泛指一切社会形态的飞跃,它囊括社会经济、政治、文化等各个领域的全方位的变革。社会转型期则是指从一种社会之型转变到另一种社会之型的过渡时期,是一个新旧时代交替的历史阶段。论文探讨的社会转型期是特指从1978年底党的十一届三中全会的召开到今天这二十多年的时间。而对于大学后继续教育内涵的界定则稍显艰难,因为到目前为止国内外学者对其看法还不尽相同,在认真梳理借鉴各家之言的基础上,本文尝试着提出了自己的见解,即大学后继续教育是指大学后或相当学历层次或相当专业技术职务的在职人员,为更新知识和技能或实现社会和个人全面和谐发展所接受的以非正规教育为主的各种教育。它是终身教 育体系结构中最高层次的成人教育,是提高专门人才适应能力和创 新能力的重要措施,也是增强国家综合实力的重要途径。 第二部分:现实分析。论文通过透视我国社会转型期大学后继 续教育发展的时代背景,力求探明其发展的真正动因,并尝试分析 社会转型期对大学后继续教育产生的影响。 在探讨了我国社会转型期的诸多特征之后,论文指出市场经济 体制的逐步建立、政府职能的转变、法制建设的完善、知识经济时 代的到来、价值观念的变化等是相互联系、相互作用的一个整体, 它们共同对大学后继续教育的发展产生着深刻的影响,这其中既有 机遇也有挑战。一方面,社会转型期给大学后继续教育带来了广阔 的市场需求,有利于扩大办学主体的自主权,有利于提高依法治教 的认识层次,并为现代化教学手段的应用和推广提供了可能,可谓 机遇多多。另一方面,大学后继续教育又面临诸多挑战:社会对大 学后继续教育的重要性认识不足,某些传统教育理念明显滞后,人 才培养模式亟待调整,课程设置改革迫在眉睫,运行管理机制有待 完善。 第三部分:策略研究。基于以上论述,本部分以观念转变为切 入点,从人才培养模式到人才咸长软环境,从内部运行机制到外部 办学体制等方面展开探讨,试图构建适应社会转型期我国大学后继 续教育发展的可行性策略。这是整个论文的核,。所在。 首先论文指出确立新理念是构建一切大学后继续教育发展策 略的前提,其中终身学习理念是大学后继续教育培养人才的终极目 标,能力本位理念是其主导思想与价值取向,人文主义理念是其发 展的灵魂,产业化理念是其发展方向的指南针,国际化理念是其发 展的必然要求,法制化理念是其可持续发展的保障。然后针对目前 我国大学后继续教育发展的状况,论文提出了一些具体的发展策略: 第一,把握市场脉搏,培养社会所需人才。大学后继续教育的 发展,是以满足经济结构变化与社会发展对各类人才的需求为前提 的,这两方面的需求决定了大学后继续教育人才培养的模式。首先, 2 o 适应产业结构调整,培养第三产业人才,尤其是培养高新技术人才 和新兴产业人才。其次,适应社会发展需求。培养具有综合素质的 人才。这就需要拓宽专业口径,增加跨学科知识,提高人才复合型 专业能力;力。大基础理论课程的设置,培养学习者的非智力困素, 改革教学方法,提高创新能力;构建大学后继续教育国际化的课程 体系,培养具有国际交流和竞争能力的人才。 第二,营造大学后继续教育人才成长的软环境。大学后继续教 育人才的成长需要一个管理环境和谐、社会性学习氛围浓厚的软环 境。为此,需要加强各级各类办学机构的社会服务意识,以营造和 谐、宽松、自由的学习氛围,并创造更多学习机会;需要建立一体 化教育体系,营造社会性学习氛围;需要引导学习者自我完善,培 养良好的团队精神。 第三,建立大学后继续教育良性运行机制。这就必须充分发挥 政府宏观调控的作用,刺激大学后继续教育经费投入多元化,建立 完善有效的激励和约束机制,采取多种手段确保大学后继续教育良 性发展。 第四,构建大学后继续教育多元化办学体制。为此 一方面要 淡化政府直接经办学校的职责,突出?
