“新机制”实施前后农村义务教育财政公平性研究

【摘要】："新机制"实施后,农村义务教育经费保障水平显著提高,城乡义务教育公共投入均衡程度明显改善。但由于政府投入低重心格局尚未改变,县级政府教育投入表现出一定程度"挤出效应",区域内教育经费配置的校际公平性亟待改进;农村教师收入水平偏低,社保制度、补偿性收入制度不够完善;农村家庭教育负担仍然有待减轻,学生资助等相关投入和管理制度存在缺陷。因此,必须重视深化公共财政投入体制改革,真正建立适应教育发展内在秩序的义务教育长效保障机制,实现城乡间、区域间以及区域内教育均衡发展。
[Abstract]:After the implementation of the "new mechanism", the level of rural compulsory education funding has improved significantly, and the balance of urban and rural compulsory education public investment has improved significantly. However, because the pattern of low focus of government input has not been changed, the county government education investment shows a certain degree of "crowding out effect", the inter-school fairness of the allocation of regional education funds needs to be improved urgently, the income level of rural teachers is on the low side, and the social security system, The compensatory income system is not perfect, the rural family education burden still needs to be lightened, and the related investment and management system, such as student financial aid, have some defects. Therefore, we must pay attention to deepening the reform of public financial input system, establish a long-term guarantee mechanism of compulsory education which can adapt to the internal order of the development of education, and realize the balanced development of education between urban and rural areas, between regions and within regions.
