在“事业单位”和“非营利组织”之间——公立学校的组织特性考辨

【摘要】：事业单位改革的方向不是单纯的产业化、市场化和商业化,也不应是全盘向非营利组织看齐。公立学校属于事业单位,也必须属于事业单位;作为事业单位的公立学校的运行需要政府有所为有所不为。非营利组织分类应包括公立学校,非营利组织的运行体制可成为事业单位改革的一笔财富。作为事业单位的公立学校改革的前提是管办分离,其间,非营利组织的运行模式消化和政府可提供的良好外部环境非常重要。
[Abstract]:The direction of the reform of public institutions is not simply industrialization, marketization and commercialization, nor should it be in line with the non-profit organizations in an all-round way. Public schools belong to institutions and must also belong to institutions. As institutions, the operation of public schools requires the government to do something and do something wrong. The classification of non-profit organizations should include public schools, and the operating system of non-profit organizations can become a wealth in the reform of public institutions. As a public institution, the premise of the reform of public schools is the separation of management and management, during which the digestion of the operating mode of non-profit organizations and the good external environment that the government can provide is very important.
