改革“管”才能优化“办”和“评”

【摘要】：正只有先改革政府的"管",才能为学校的"办"创造空间,为社会的"评"培育土壤。寻找并认识转变政府管理方式的动力机制,推动和落实教育管办评分离。创新教育管理方式,推进教育由垂直管理向横向治理转变。推进教育管办评分离,是十八届三中全会关于全面深化教育领域综合改革的要求,也是十八届四中全会全面推进依法治国、依法治教的要求,更是完善教育治理方式、激发各级各类学校办学活力的要求。在当前社会
[Abstract]:Only by reforming the government's "management" can we create space for the "running" of schools and cultivate the soil for the "evaluation" of society. Find and understand the dynamic mechanism of changing the government management mode, promote and implement the separation of education management evaluation. Innovate the way of education management, promote the transformation of education from vertical management to horizontal governance.
