功能层面的教育信息化评价标准研究

【摘要】:标准的科学制定及合理使用是实践工作顺利开展的重要保障,而开展标准理论研究则是标准制定及实施科学性的前提保证。通过对教育信息化工作的考察,发现该领域内存在着大量的标准及规范性文件,扮演着引领、指导和规范教育信息化建设的重要作用。但是,由于标准理论研究的缺失,导致该类标准文件在规范相应建设实践的同时,自身的建设却并无规则可言,表现出朴素、随意乃至某种程度的混乱。这种现象导致了教育信息化工作长期以来重建设轻应用,因而无法充分发挥其促进教育现代化的作用。本文提出功能标准这一概念,希望通过论证功能标准在规范教育信息化应用方面的价值,引起业界对功能标准思路的关注,从而促进教育信息化工作重点从建设走向应用。 本文使用文献研究法,通过借鉴与信息化、评价、标准相关的理论,包括系统评价理论、教育评价理论、信息化评价理论、标准化理论、信息系统理论,完成关于功能标准的学理分析。 本文从功能标准思想的产生开始讨论,在对其重要性及价值的论证过程中加深对功能标准的理解,从而形成对功能标准概念、特征等的深入理解。首先,通过对系统评价理论和教育评价理论中标准分类及职责标准的分析,结合教育信息化领域特点,提出功能标准是职责标准在教育信息化领域内的准确描述。然后,根据标准化理论和信息化评价理论分析教育信息化标准系统,指出在标准系统中条件标准、功能标准、绩效标准构成自下而上的层级关系,功能标准处于承上启下的中间层,占据着重要的地位。再通过信息系统理论分析教育信息化工作对标准的动态需求,使得功能标准在现阶段教育信息化工作中存在的价值进一步得到确认。最后,在对功能标准的理解逐步深入后,综合运用多种理论,对功能标准的概念、特征、定位、作用、形式等进行论证。在文章的最后,介绍了一个针对基础教育管理信息化系统的实案,以更加清晰地说明本文思想的生成、发展及落实的过程。 通过本文研究,功能标准的概念、特征、定位、作用、形式得到初步确定,功能标准的价值得到确认。
[Abstract]:The scientific formulation and rational use of the standard is an important guarantee for the smooth development of the practical work, while the research of the standard theory is the prerequisite for the scientific formulation and implementation of the standard. Through the investigation of educational informatization, it is found that there are a large number of standards and normative documents in this field, which play an important role in guiding, guiding and standardizing the construction of educational informatization. However, due to the lack of research on standard theory, this kind of standard document, while standardizing the corresponding construction practice, has no rules to speak of, showing simplicity, even some degree of confusion. This phenomenon has led to the education information work for a long time emphasis on construction and application, so it can not give full play to its role in promoting the modernization of education. This paper puts forward the concept of functional standard, hoping to demonstrate the value of functional standard in standardizing the application of educational informatization, so as to arouse the attention of the industry to the idea of functional standard, so as to promote the emphasis of educational informatization work from construction to application. This article uses the literature research method, through drawing lessons from the theory related to information, evaluation, standard, including system evaluation theory, education evaluation theory, information evaluation theory, standardization theory, information system theory, Complete the theoretical analysis of functional standards. This paper begins with the discussion of the idea of functional standard, deepening the understanding of functional standard in the process of demonstrating its importance and value, thus forming an in-depth understanding of the concept and characteristics of functional standard. First of all, through the analysis of the standard classification and duty standard in the system evaluation theory and the education evaluation theory, combining with the characteristics of the educational information field, the paper puts forward that the functional standard is the accurate description of the duty standard in the field of education information. Then, according to the standardization theory and the information evaluation theory, the paper analyzes the educational informatization standard system, and points out that the condition standard, the function standard and the performance standard form the bottom-up hierarchy in the standard system. The function standard is in the middle layer of connecting the above and the following, and occupies an important position. Through the theory of information system, the paper analyzes the dynamic demand of the educational information work to the standard, which makes the value of the function standard in the current education information work to be further confirmed. Finally, after the understanding of the functional standard is deepened step by step, the concept, characteristics, orientation, function and form of the functional standard are demonstrated by comprehensive use of various theories. At the end of the article, the paper introduces a real case for the basic education management information system, in order to explain the process of the generation, development and implementation of the ideas in this paper more clearly. In this paper, the concept, characteristics, location, function and form of the functional standard are preliminarily determined, and the value of the functional standard is confirmed.
