研究生全面收费政策与学业成就的关系模型及影响机制研究

【摘要】:2013年2月28日,财政部、国家发展改革委、教育部联合发布了《关于完善研究生教育投入机制的意见》(财教[2013]19号)(以下简称《意见》)。《意见》指出,从2014年秋季学期开始,按照“新生新办法、老生老办法”的原则,向所有纳入全国研究生招生计划的新入学研究生收取学费(1),这标志着我国研究生教育正式进入全面收费阶段,该意见的出台受到多方教育利益相关者的广泛关注,本研究也依此为研究起点。首先,了解背景,提出问题。在研究生持续扩招、教育经费短缺、培养质量下滑的背景下,国家出台上述《意见》以缓解上述问题。为了探查研究生全面收费政策的有效性如何、政策对研究生学业成就的影响机制如何,本研究主要运用定量的分析方法,旨在科学客观地了解与分析研究生全面收费政策的效用。其次,梳理理论,获得支撑。对研究中所涉及关键概念进行界定,如研究生全面收费政策、学业成就等;对支撑研究的重要理论基础进行论述,如人力资本理论、成本分担理论、归因理论等;对相关国内外研究动态进行梳理,如收费政策的导向、影响等,让研究拥有丰富有力的理论基石。再次,引入模型,明晰关系。本研究对武汉、北京、浙江、广州与陕西等地的16所代表性高校研究生的调研数据进行分析,从研究生全面收费政策满意度与政策有效性两个方面出发,探究研究生全面收费政策对研究生学业成就的影响,以及学习动机、学习策略的中介作用。通过三个模型的比较选择出最佳的模型进行验证与模型修正,最终模型验证结果表明:第一,研究生全面收费政策对学业成就具有正向影响效应,表现为直接影响;第二,内在动机、学习策略在研究生全面收费政策与学业成就的关系上起中介作用,表现为间接影响;第三,间接影响作用大于直接影响作用,且学习策略间接作用大于内在动机间接作用。最后,得出结论,提出建议。本研究通过实证分析得出研究结论,并从收费标准确立、奖学金评定、“三助”岗位管理三个方面提出针对性的政策建议,以期科学合理地完善研究生全面收费政策体系。
[Abstract]:On 28 February 2013, the Ministry of Finance, the National Development and Reform Commission and the Ministry of Education jointly issued the opinion on improving the input Mechanism for Postgraduate Education (Financial Education [2013] No. 19) (hereinafter referred to as the opinions). Starting in the fall of 2014, tuition fees are charged to all newly enrolled graduate students who are included in the National Postgraduate admission Programme, in accordance with the principles of the New freshmen, the Old students and the Old (1), This indicates that the postgraduate education in China has entered the stage of all-round fees, and the introduction of this opinion has received extensive attention from many educational stakeholders, and this research is also the starting point of the research. First, understand the background and ask questions. Under the background of continuing expansion of graduate students, shortage of education funds and decline in training quality, the state issued the above-mentioned opinions to alleviate the above-mentioned problems. In order to explore the effectiveness of the overall fee policy for graduate students and the mechanism of its impact on graduate students' academic achievement, this study mainly uses quantitative analysis methods. The purpose is to scientifically and objectively understand and analyze the effectiveness of the overall fee policy for graduate students. Secondly, comb the theory and get the support. It defines the key concepts involved in the research, such as the overall fee policy for graduate students, academic achievements, etc., discusses the important theoretical basis of supporting research, such as human capital theory, cost-sharing theory, attribution theory and so on. Combing the domestic and foreign research trends, such as the direction of charging policy, impact and so on, so that the research has a rich and powerful theoretical foundation. Thirdly, the model is introduced to clarify the relationship. This study analyzes the research data of graduate students in 16 representative universities in Wuhan, Beijing, Zhejiang, Guangzhou and Shaanxi, and proceeds from two aspects: satisfaction and effectiveness of graduate students' overall fee policy. This paper explores the influence of all-round fee policy on graduate students' academic achievement, as well as the mediating role of learning motivation and learning strategy. Through the comparison of the three models, the best model is selected to verify and revise the model. The final model verification results show that: firstly, the overall fee policy of graduate students has a positive effect on academic achievement, showing a direct impact on academic achievement; Second, the internal motivation and learning strategy play an intermediary role in the relationship between the overall fee policy and academic achievement of graduate students. Third, the indirect effect is greater than the direct effect, and the indirect effect of learning strategy is greater than the indirect effect of intrinsic motivation. Finally, draw a conclusion and put forward some suggestions. This research draws the research conclusion through the empirical analysis, and from the charge standard establishment, the scholarship appraisal, the "three assistance" post management three aspects pointed out the policy suggestion, in order to perfect the graduate student all-round charge policy system scientifically and rationally.
