公立高等职业院校内部治理结构研究

【摘要】:上世纪中后期,我国开始发展高等职业教育,时间虽短可发展形势喜人。从数量上看,高职院校数和高职学生数均占了高等教育的半壁江山;从功能上看,高职教育培养高素质高技能型人才、服务社会、促进经济和社会发展的功能均得到了体现。可是,在我国对高职教育的顶层设计不够清晰、理论准备不足的情况下,高职教育的迅猛发展势必带来一系列的问题:高职院校面临生源减少、资金短缺、投资主体多元化等外部环境的严峻挑战,面临内部治理体制不顺,治理结构不合理等问题,这些都制约和影响着高职院校的发展和人才培养的质量。目前,我国公立高职院校内部均实行党委领导下的校长负责制,内部治理结构不同程度地存在内部行政权力彰显、学术权力相对弱化,,决策权力和行政权力交叉重叠、界限不清,监督权力缺失、集体性代表机构无法发挥职能等缺陷。究其主要原因是内部制衡与外部制度约束共同作用的结果。英德法美四国同类院校的治理模式各具特色,其中的先进理念和做法能给我国公立高职院校的治理提供一些合理实用的启示。同时,近年来我国公立高职院校均在做内部治理结构模式的探索,在不断的探索中发现:内部治理结构的构建过程,实质上是学校权力责任的重新分配和运行过程。在高职院校行政权力泛滥的当下,考虑到我国社会主义初级阶段和高职教育初级阶段的现实情况,我国公立高职院校未来应当建立政治不褪色、决策、执行、监督三权分立相互制衡、行政权力和学术权力动态制衡的多方参与治理机制,形成”党委政治领导,董事会民主决策,校长集中管理校务,教授自主治理学术”的内部治理模式。
[Abstract]:In the middle and late of last century, China began to develop higher vocational education. In terms of quantity, both the number of higher vocational colleges and the number of students in higher vocational education account for half of the higher education, and the functions of higher vocational education in cultivating high quality and high skill talents, serving society and promoting economic and social development are all reflected in the function of higher vocational education. However, under the condition that the top level design of higher vocational education is not clear enough and theoretical preparation is insufficient, the rapid development of higher vocational education is bound to bring a series of problems: higher vocational colleges are faced with a decrease in student resources and a shortage of funds. Facing the severe challenge of the external environment such as diversification of investment subject, the internal governance system is not good and the governance structure is unreasonable, all of these restrict and affect the development of higher vocational colleges and the quality of talent training. At present, the principal responsibility system under the leadership of the Party committee is implemented in all the public higher vocational colleges in our country. The internal governance structure shows the internal administrative power to varying degrees, the academic power is relatively weakened, and the decision-making power and the administrative power overlap and overlap. Unclear boundaries, lack of supervision power, collective representative organizations can not play their functions and other defects. The main reason is that internal checks and balances and external institutional constraints work together. The governance models of the similar institutions of England, Germany, France and the United States have their own characteristics, and the advanced ideas and practices can provide some reasonable and practical enlightenment for the governance of public vocational colleges in our country. At the same time, in recent years, the public higher vocational colleges in our country are doing the exploration of the internal governance structure mode. In the continuous exploration, it is found that the construction process of the internal governance structure is essentially the redistribution and operation process of the school's power and responsibility. Considering the reality of the primary stage of socialism and the primary stage of higher vocational education in our country, the public higher vocational colleges in our country should establish political indelibility, make decisions and carry out in the future, when the administrative power of higher vocational colleges is overflowing. Supervising the multi-participation governance mechanism of the separation of powers and checks and balances, the dynamic checks and balances of administrative and academic powers, and the formation of "political leadership of the Party committee, democratic decision-making of the board of directors, centralized management of school affairs by the principal," Professor independent governance academic "internal governance model."
