高职院校内部质量保证体系的内涵、建构原则与实践模式

【摘要】：高职院校内部质量保证体系,是高职院校以增强利益相关者信任为目的,以先进的质量管理理论为指导,以质量标准、规范及方案,质量诊断、反馈与改进,质量资源供给为要件,建立的全面保证人才培养、科技研究、服务社会和文化传承创新工作品质的质量管理综合体。建立高职院校内部质量保证体系必须坚持强化领导与全员参与相结合、完善制度与塑造精神相协同、控制过程与评估绩效相统一、内部保障与外部保障相呼应等原则。建设涵盖专业建设、学生教育管理服务、行政管理服务、后勤服务、党建思想政治教育五个领域,强调质量标准体系、过程诊断与改进体系、绩效诊断与改进体系、质量精神塑造体系四位一体的"5×4"质量保证体系,是高职院校内部质量保证体系建设可资借鉴的模式。
[Abstract]:The internal quality assurance system of higher vocational colleges is aimed at enhancing the trust of stakeholders, guided by advanced quality management theory, and based on quality standards, norms and schemes, quality diagnosis, feedback and improvement. The quality resource supply is a comprehensive quality management system which can guarantee the cultivation of talents, scientific and technological research, and service to the society and culture. To establish the internal quality assurance system in higher vocational colleges, we must adhere to the principles of strengthening the combination of leadership and full participation, perfecting the system and shaping the spirit, unifying the control process and evaluating the performance, echoing the internal and external guarantees, and so on. The construction covers five fields: professional construction, student education management service, administrative management service, logistics service, party building ideological and political education, emphasizing quality standard system, process diagnosis and improvement system, performance diagnosis and improvement system, The "5 脳 4" quality assurance system, which moulds the quality spirit in one, is the model that can be used for reference in the construction of the internal quality assurance system in higher vocational colleges.
