湖南省技能型人力资本需求与职业教育发展的相关性研究

【摘要】：随着人力资本在社会发展的过程中所做出的贡献越来越大,经济发展对人力资本的需求越来越多,学者们更加注重对人力资本理论的研究。在对各种类型人力资本的研究中,大多数学者对于一般人力资本和企业家人力资本这两类有过比较深入而系统的研究,也普遍对一般人力资本和企业家人力资本对经济增长所做出的贡献给予了充分的肯定与高度的评价。但是,对于技能型人力资本却缺乏关注和研究。同样,在对人力资本的投资中,对职业教育的投资也少有热情,使得职业教育的一直处于缓慢发展的阶段。 近十几年来,湖南省经济的发展能够取得令人嘱目的成绩,离不开人力资本的贡献,尤其是技能型人力资本的贡献。随着高新技术的飞速发展、战略性新兴产业的不断崛起以及产业结构的优化升级,湖南需要大量的技能型人力资本。而技能型人力资本的供给主要依赖于职业教育的投资,依赖于职业院校的培养。但是,目前湖南地区的职业院校所能提供的技能型人才却无法满足其需求,造成了技能人才的严重短缺。如果这种状况得不到解决,势必会影响到湖南经济持续健康发展。因此,探讨技能型人力资本需求与职业教育发展之间的关系显得十分必要。 本文以人力资本理论作为基础,借用经济学的新经济增长理论,将定性与定量分析结合起来,探讨了技能型人力资本需求和职业教育发展两者之间的相互作用机制；以湖南的实际为研究重点,通过引用柯布—道格拉斯生产函数构建的加入了人力资本这一要素的索罗模型,分析了技能型人力资本需求与职业教育发展之间的实际关系。所得到的研究结果显示：(1)在1999年以前,湖南只重视物质资本,经济的增长主要依靠对物质资本的投资,忽视了人力资本尤其是技能型人力资本的作用,在1999年以后,湖南经济的发展,人力资本特别是技能型人力资本做出了较大的贡献,湖南经济的增长对技能型人力资本的需求很大；(2)职业教育是技能型人力资本形成的基础,由于湖南一直以来缺少对职业教育的投资,这不仅阻碍了职业教育自身的发展,更严重影响了其对技能型人力资本的有效供给。所得到的结论是：目前湖南经济的增长对技能型人力资本的需求与职业教育的发展密不可分,职业教育发展的不足,阻碍了其对技能型人力资本的供给,十分需要加大对职业教育发展的重视程度。本文从儿个方面提出了促进职业教育发展的政策和建议,以期能够满足湖南经济增长对技能型人力资本的需求,促进湖南经济又好又快地发展。
[Abstract]:With the increasing contribution of human capital in the process of social development and the increasing demand for human capital in economic development, scholars pay more attention to the study of human capital theory. In the study of various types of human capital, most scholars have studied the general human capital and entrepreneur human capital deeply and systematically. The contribution of human capital and entrepreneur human capital to economic growth is generally recognized and highly appraised. However, there is a lack of attention and research on skilled human capital. Similarly, in the investment of human capital, the investment in vocational education is also lack of enthusiasm, so vocational education has been in the stage of slow development. In the past ten years, the economic development of Hunan Province can achieve an encouraging result, which can not be separated from the contribution of human capital, especially the contribution of skilled human capital. With the rapid development of high and new technology, the rising of strategic emerging industries and the optimization and upgrading of industrial structure, Hunan needs a large amount of skilled human capital. The supply of skilled human capital mainly depends on the investment of vocational education and the cultivation of vocational colleges. However, at present, the vocational colleges in Hunan can not meet the demand of skilled talents, resulting in a serious shortage of skilled personnel. If this situation can not be solved, it will affect the sustainable and healthy development of Hunan economy. Therefore, it is necessary to explore the relationship between the demand of skilled human capital and the development of vocational education. Based on the theory of human capital and the new economic growth theory of economics, this paper combines qualitative and quantitative analysis, and probes into the interaction mechanism between the demand of skilled human capital and the development of vocational education. Taking Hunan's reality as the research focus, this paper analyzes the actual relationship between the demand for skilled human capital and the development of vocational education by quoting the Sorot model constructed by the Cobb-Douglas production function and adding the element of human capital. The results show that: (1) before 1999, Hunan only attached importance to material capital, and economic growth mainly depended on the investment in material capital, ignoring the role of human capital, especially skilled human capital, after 1999. With the development of Hunan economy, human capital, especially skilled human capital, has made great contribution. (2) Vocational education is the foundation of the formation of skilled human capital. The lack of investment in vocational education in Hunan has not only hindered the development of vocational education itself, but also seriously affected its effective supply to skilled human capital. It is concluded that the demand for skilled human capital in Hunan's economic growth is inextricably linked to the development of vocational education, and the shortage of vocational education hinders the supply of skilled human capital. It is very necessary to pay more attention to the development of vocational education. This paper puts forward some policies and suggestions to promote the development of vocational education in order to meet the demand of Hunan's economic growth for skilled human capital and to promote Hunan's economy to develop well and quickly.
