混合所有制高职院校管理文化重构的内在逻辑与实现路径

【摘要】:高职院校混合所有制改革引发的剧烈文化冲突是多元利益诉求的外在表现,对行政化管理模式的否定是投资主体营利性需求的逻辑必然。混改后管理文化的重构需要因应变化中的力量平衡,才能促成学校文化与企业文化的有效融合。具体策略上应以落实高校去行政化政策目标为基础,依法完善以"专家治校"为标志的董事会(理事会)领导下的院长负责制,严防二者之间的权力僭越,以保持行政权力与学术权力的内在张力;用共同目标与合理的制度约束取代角力和纷争,以保证人本精神与制度文明相容共生;在发展方式上选择从依赖财政支持到向市场获取资源的转向,以凸显混合所有制改革的政策旨归。
[Abstract]:The intense cultural conflict caused by the reform of mixed ownership in higher vocational colleges is the external manifestation of the demands of multiple interests, and the negation of the administrative management mode is the logical necessity of the profit-making demand of the investment subject. The reconstruction of management culture after mixed reform needs to adapt to the changing balance of power in order to promote the effective integration of school culture and corporate culture. The specific strategies should be based on the implementation of the policy goal of deadministration in colleges and universities, and the improvement of the director's responsibility system under the leadership of the board of directors (board of directors), which is marked by "expert management of the school", so as to strictly guard against the encroachment of power between the two. To maintain the internal tension between administrative power and academic power; In order to ensure the coexistence of humanism and institutional civilization, the common goal and reasonable system restriction are used to replace the struggle and dispute. In order to highlight the policy purport of mixed ownership reform, the choice of development mode is from relying on financial support to obtaining resources from the market.
