高职教育质量行动议程中的高职院校内部质量保证体系建设

【摘要】：在我国整体的高职教育质量保障体系框架中,高职院校内部质量保证体系与外部质量保障体系之间是"以内为主,以外促内,互补共生"的有机关系,二者以一种动态平衡的机制共同致力于改进和发展高职教育质量。对接外部质量保障体系,建立和完善内部质量保证体系是我国高职院校扬弃与超越阶段性"办学同质化",走向特色办学和实现可持续发展的必由之路。高职院校内部质量保证体系的建设应遵循主体性、系统性、科学性、刚性和常态化原则,融入院校整体战略规划、建立健全质量标准体系、完善内部治理结构、健全质量保证组织体系、建立信息化质量管理机制以及培育和发展质量文化。
[Abstract]:In the overall framework of higher vocational education quality assurance system in China, there is an organic relationship between the internal quality assurance system and the external quality assurance system in higher vocational colleges, which is "internal-oriented, external-driven, complementary and symbiotic". They are committed to improving and developing the quality of higher vocational education by a dynamic balance mechanism. Connecting with the external quality assurance system, establishing and perfecting the internal quality assurance system is the only way for higher vocational colleges in China to subdue and transcend the stage of "school-running homogeneity", to run a school with characteristics and to realize sustainable development. The construction of the internal quality assurance system in higher vocational colleges should follow the principles of subjectivity, systematicness, science, rigidity and normalization, integrate into the overall strategic planning of colleges and universities, establish and perfect the quality standard system, and perfect the internal governance structure. Perfect the quality assurance organization system, establish the information quality management mechanism and cultivate and develop the quality culture.
