【摘要】：产业结构与就业结构是否协调是宏观经济发展的重要问题,经济发展与充分就业是财政宏观调控职能的两大重要目标,综合施策,维护好经济与社会“双稳”局面是财政作为国家治理的基础和重要支柱新的定位。各生产要素在国民经济部门之间的比例构成产业结构,劳动力资源在国民经济各部门比例与利用状况表现为就业结构,产业结构的改变决定就业结构的发展,就业结构的调整影响产业结构的升级,二者之间协调发展是社会经济稳步前进和可持续发展的前提,也是衡量区域经济是否健康发展的重要标志。本文试图探讨贵州省产业结构与就业结构是否协调发展,分析贵州省产业结构与就业结构演变的现状和规律,梳理两者变动的因素和关系,尝试使用定性与定量相结合的方法研究分析产业结构和就业结构二者协调关系以及影响协调发展的因素,预测变动趋势和提出促进贵州省产业结构与就业结构协调发展的政策建议。本文重点分析三个方面的问题:一是贵州省产业结构与就业结构的纵向和横向比较;二是贵州省产业结构与就业结构之间的协调程度,特别是就业结构是否跟上了产业结构的转换;三是影响贵州省产业结构与就业结构协调性的因素。在研究思路上,首先借鉴了众多研究成果,将以往整体宏观的分析运用在贵州省情况的分析上,以贵州省产业结构和就业结构历史演变为出发点,分析其二者结构的状况和演变趋势。其次运用了产值和就业偏离度、就业弹性、相关系数和产业结构与就业结构协调系数四个指标来测算贵州省二者结构的协调程度,得出贵州省产业结构与就业结构的协调性上还存在一定矛盾的结论。最后,分析影响贵州省二者结构协调发展的主要因素,提出针对特定区域的政策建议。本文共分五章,具体如下:第一章为绪论,介绍选题背景及意义,国内外文献综述。对于产业结构与就业结构二者关系的研究,目前有较多的理论研究成果,理论分析较为成熟,但大多还存在于宏观层面,近年来出现关于具体区域性的二者关系的研究,并且从趋势上开始有较多的实证分析,本文试图研究贵州省产业结构与就业结构二者的协调发展。第二章为相关理论的分析。从产业结构理论,就业结构内涵以及关于产业结构与就业结构二者关系理论几个部分入手,对于产业结构与就业结构的演进以及未来发展趋势有着众多公认的理论成果,这对于研究二者的发展是否协调有着重要借鉴意义。第三章对贵州省产业结构与就业结构进行横向和纵向的比较,并从产业与就业结构偏离度、就业弹性系数、二者相关系数和产业结构与就业结构协调度四个指标分析二者协调程度,试图探讨影响二者协调性的主要因素。第四章将影响贵州省二者结构协调性发展的几个因素代入VAR模型得出实证结果以得出针对性建议。第五章提出政策建议。本文建议从宏观布局产业结构,三次产业协调发展;提高市场化程度,减小资源配置的人为扭曲;继续推动城市化进程,扩大劳动力就业空间;发展教育提高劳动力素质,解决结构失失业几个方面来促进贵州省产业结构与就业结构的协调发展。
[Abstract]:Whether the industrial structure and employment structure coordination is an important problem of the macro economic development, economic development and full employment are two important goals of financial macro-control functions, comprehensive measures to maintain good economic and social situation is the "double stable" finance as the basis of governance and the important pillar of new positioning. The proportion of various factors of production between sectors of the national economy of the industrial structure, labor resources and utilization in various sectors of the national economy proportion for the employment structure, the change of the industrial structure determines the development of employment structure, employment structure adjustment influence the upgrading of the industrial structure and the coordinated development between the two is a prerequisite for social and economic progress and sustainable development that is also an important mark to judge whether the healthy development of the regional economy. This paper tries to explore the industrial structure and employment in Guizhou province coordinated development, analysis of the current situation and evolution of industrial structure and employment in Guizhou Province, and sort out the relationship between the two factors change, try to use the research method of combining qualitative and quantitative analysis of coordination and influence the coordinated development of industrial structure and employment structure of the two factors, forecast the change trend of Guizhou province and put forward to promote the industrial structure and employment structure coordinated development of policy recommendations. This paper focuses on three aspects: one is the vertical and horizontal comparison between industrial structure and employment in Guizhou province; the two is the coordination between industrial structure and employment in Guizhou Province, especially the employment structure is to keep up with the transformation of the industrial structure; three is the influence factors of Guizhou Province industrial structure and employment structure coordination. In the way of thinking, we first learned from many research achievements, and used the whole macroscopic analysis to analyze the situation of Guizhou province. Based on the historical evolution of Guizhou's industrial structure and employment structure, we analyzed their structure and evolution trend. By using the deviation of output and employment, employment elasticity, correlation coefficient and the industrial structure and employment structure coordination coefficient of four indicators to measure the coordination degree of Guizhou province two structure, the coordination of industrial structure and employment in Guizhou Province on there are still some contradictory conclusions. Finally, the main factors that affect the coordinated development of the two people in Guizhou are analyzed, and the policy suggestions for specific areas are put forward. This article is divided into five chapters, which are as follows: the first chapter is the introduction, which introduces the background and significance of the topic, and summarizes the literature at home and abroad. Study on industrial structure and employment structure of the relationship between the two, there are many theoretical research results, the theoretical analysis is more mature, but most of them still exist at the macro level, research on the specific regional two relations in recent years, and from the trend began to have more empirical analysis, this paper tries to research on the coordinated development of Guizhou industrial structure and employment structure of the two. The second chapter is the analysis of the related theories. From the theory of industrial structure, employment structure and connotation of industrial structure and employment structure of the relationship between the two theories of several aspects, there are many theoretical achievements recognized for the evolution of the industrial structure and employment structure and future development trend, the development for the study of the two is not coordinated has significance. The third chapter carries on the horizontal and vertical comparison of industrial structure and employment in Guizhou Province, and from the industrial and employment structure deviation degree and employment elasticity coefficient, correlation coefficient and the two industrial structure and employment structure coordination degree analysis of four indicators of the two degree of coordination, attempts to explore the main factors influencing two coordination. In the fourth chapter, several factors that affect the coordination development of the two parties in Guizhou province are replaced by the VAR model and the empirical results are obtained to get the pertinent suggestions. The fifth chapter puts forward the policy suggestions. In this paper, suggestions from the macro layout of industrial structure, the three industry coordinated development; improve the level of the market, reduce artificial distortions in resource allocation; continue to promote the city process, expand the employment space of labor; the development of education to improve the quality of labor, solve to promote the coordinated development of Guizhou Province industrial structure and employment structure of the structural unemployment of several aspects.
