【摘要】：城乡协调发展一直以来都是政府和学术界广泛关注和迫切需要解决的问题,是指导“十三五”发展、达成全面建成小康社会目标的重要理念,也是改革开放以来我国发展实践和发展经验的科学体现,具有不言而喻的重要意义。第一部分,阐述了选题的背景和意义,梳理了城乡协调发展的理论基础和发展道路。简述了国内外对于统筹城乡协调发展的研究现状。第二部分,首先界定了城乡协调发展的定义和内容。以马克思、恩格斯的城乡融合理论为理论基础,结合开国后毛泽东关于城乡关系的思想、邓小平的城乡互动发展思想、胡锦涛的城乡统筹发展理论、习近平的城乡协调发展理念发展历程,为构建我国城乡协调关系提供确切可行的理论指引。第三部分,在理论基础的指导下,本文以陕西省潼关县为例,结合大量资料和文献,首先介绍潼关近几年城乡经济、产业、农业、城镇化水平、社会民生保障五个方面取得的成就。然后指出潼关现阶段在产业结构、农村基础建设、农村公共服务、农村文化水等方面仍存在的突出问题,并分析引发现阶段问题的主要原因:转型升级速度缓慢、不重视信息化发展、不注重服务均等化、农业供给改革不力等。最后,本文从潼关县现阶段的情况入手,以当地政府的政策方针为基本依据,遵循城乡关系协调发展的要素和内涵,结合当地农村发展的优势和特色,分析研究切实可行的解决当前城乡差距过大问题、促进城乡协调发展的思路和方案。第一,要在加快转型升级中大力推进新型工业化发展;第二,要在增强服务应用中大力推进新型信息化发展;第三,要在加速共建共享中大力推进新型城镇化发展;第四,在转变农业发展方式中推进新型农业现代化发展;第五,要在加强统筹引领中加快整体推进城乡协调发展。力求寻找一条既能联系多数小县城的城乡差距现状共性,又能解决潼关自身独一性问题的道路。
[Abstract]:The coordinated development of urban and rural areas has always been a widespread concern and urgent need to be solved by the government and academia. It is an important concept to guide the development of the 13th Five-Year Plan and to achieve the goal of building a well-off society in an all-round way. It is also the scientific embodiment of our country's development practice and development experience since the reform and opening up. The first part expounds the background and significance of the topic. Combing the theoretical basis and development path of the coordinated development of urban and rural areas, briefly describes the domestic and foreign research on the coordinated development of urban and rural areas. The second part, first defines the definition and content of coordinated development of urban and rural areas. Engels' theory of urban-rural integration is the theoretical basis, combined with Mao Zedong's thoughts on urban-rural relations after the founding of the country, Deng Xiaoping's urban-rural interactive development theory, Hu Jintao's urban-rural overall development theory. Xi Jinping's concept of urban-rural coordinated development of the development process, for the construction of urban-rural coordination relations in China to provide a precise and feasible theoretical guidance. The third part, under the guidance of the theoretical basis, this paper takes Tongguan County, Shaanxi Province as an example. Combined with a large number of materials and literature, this paper first introduces the achievements of Tongguan in recent years in five aspects: urban and rural economy, industry, agriculture, urbanization level, social and livelihood security, and then points out that Tongguan is in the industrial structure at the present stage. Rural infrastructure, rural public services, rural cultural water and other aspects of the outstanding problems, and analysis of the main causes of the problem at this stage: slow speed of transformation and upgrading, do not attach importance to the development of information. Not pay attention to the equalization of services, agricultural supply reform, etc. Finally, this paper starts with the current situation of Tongguan County, based on the local government policies and guidelines, and follows the elements and connotations of the coordinated development of urban-rural relations. Combined with the advantages and characteristics of local rural development, this paper analyzes and studies feasible solutions to the current problem of excessive urban-rural gap, and promotes the coordinated development of urban and rural ideas and programs. First. We should vigorously promote the development of new-type industrialization in the process of accelerating the transformation and upgrading; Second, we should vigorously promote the development of new information technology in the enhancement of service applications; Third, we should vigorously promote the development of new-type urbanization in the process of accelerating co-construction and sharing; 4th, in the transformation of agricultural development mode to promote the development of new agricultural modernization; In 5th, we should speed up the coordinated development of urban and rural areas in order to find a way that can not only connect with the gap between urban and rural areas of most small counties, but also solve the unique problem of Tongguan itself.
