铁岭市人才流动存在的问题及对策研究

【摘要】:人才,是一个国家的兴旺根本,是一个企业的生存源泉。就一座城市的发展来说,人才的培养与流入,决定了这座城市的发展潜力和创新前景。一言以蔽之,城市间的区域性竞争,就是争夺人才的竞争。但是,如果一座城市缺乏优良的人文环境、缺乏良好的经济基础、缺乏健全的人才培养机制,那么这座城市必然会出现人才大量流失现象,所以如何留住人才是部分城市建设的关键问题。本文选取铁岭市人才流动存在的问题为研究对象,基于铁岭市人才流动现状,分析铁岭市人才流失原因,重点对如何促进铁岭市人才合理流动提出有效建议,以期为实现铁岭市人才合理流动的目标提供助力。全文分为五个部分:文章开篇,在绪论部分介绍了研究的目的和意义、研究的内容和研究的思路、主要的研究方法,对国内外研究进行综述,并提出了论文的主要创新点。第二部分,主要对文章当中涉及到的相关概念进行阐释和界定。具体包括:人才流动的相关概念以及人才流动理论。通过对相关概念以及相关理论的阐释,让本文所涉及的研究内容更加准确规范。第三部分,主要对铁岭市人才流动的现状及问题分析,找出铁岭市人才流失问题的成因,为促进铁岭市人才合理流动提出对策。第四部分,这是全文的重点。针对第三部分提出的主要问题,根据分析归纳出问题的主要成因,提出五项合理性建议,分别为:完善高校毕业生就业创业相应政策,利用地区经济发展优势吸引人才,创新人才培养和人才利用机制,以正确的观念引导人才向基层流动,营造良好的人才工作氛围和工作环境。文章最后,笔者对论文研究进行了系统的总结,提出了今后的努力方向和自己对铁岭市地区人才流动未来的展望。
[Abstract]:Talent is the root of a country's prosperity and a source of survival for an enterprise. As far as the development of a city is concerned, the cultivation and inflow of talents determine the development potential and innovation prospects of this city. The regional competition among cities is the competition for talents. However, if a city lacks a good humanistic environment, a sound economic base, and a sound talent training mechanism, So the phenomenon of massive brain drain will inevitably occur in this city, so how to retain talents is the key problem in some cities' construction. This paper selects the problems of talent flow in Tieling City as the research object, based on the current situation of talent flow in Tieling City. This paper analyzes the reasons for the brain drain in Tieling City, and puts forward some effective suggestions on how to promote the rational flow of talents in Tieling City, with a view to providing assistance for the realization of the goal of rational talent flow in Tieling City. The full text is divided into five parts: the beginning of the article, In the introduction part, it introduces the purpose and significance of the research, the contents and ideas of the research, the main research methods, summarizes the domestic and foreign research, and puts forward the main innovation points of the thesis. It mainly explains and defines the related concepts involved in the article, including: the related concepts of talent flow and the theory of talent flow. The third part mainly analyzes the current situation and problems of talent flow in Tieling City, and finds out the causes of the brain drain problem in Tieling City. In order to promote the rational flow of talents in Tieling City, the author puts forward some countermeasures. The fourth part, which is the focus of the paper, puts forward five reasonable suggestions according to the main problems raised in the third part, according to the analysis of the main causes of the problems. They are: perfecting the corresponding policies of employment and entrepreneurship for college graduates, attracting talents by using the advantages of regional economic development, innovating the mechanism of talent training and talent utilization, guiding talents to flow to the grassroots with correct ideas, Finally, the author makes a systematic summary of the research, puts forward the direction of future efforts and prospects for the future of talent flow in Tieling.
