沧州邮政EMS邮件全网运营标准实施的研究

【摘要】:随着快递产业的不断发展,中国邮政速递物流股份有限公司逐渐暴露出了很多自身的不足。目前邮政速递物流标准特快邮件主要存在的问题是时限不稳定和揽收业务量不均衡的问题。邮件时限有时候快得吃惊,有时候慢的惊人。因此,中国邮政速递物流股份有限公司以全新的理念,按照邮件的生命周期,本着均衡作业和注重时效的原则,采用模块化方式设计,制订了《标准特快邮件全网运营标准》(以下简称:《运营标准》)。实现全网标准的统一和闭环管理,达到行业先进水平。本文针对沧州市邮政速递物流《运营标准》实施进行研究,在分析《运营标准》实施内容的基础上,调查研究了沧州市邮政速递物流公司具体的实施理念及调整方案。调查研究了沧州市邮政速递物流公司现有运营模式,生产组织,揽投作业班次。针对不同的省际处理中心选址,制定了不同的《运营标准》实施方案。通过对比运营标准实施后的作业组织机构,揽收及投递班次设置,邮件传递全程时限,以及《运营标准》实施投资成本以及实施后年运行成本测算,得出最佳方案。同时满足了邮件时限质量的优化,服务品质的提高,投资成本与运行成本的有效控制。
[Abstract]:With the continuous development of express delivery industry, China Post Express Logistics Co., Ltd. gradually exposed a lot of their own shortcomings. At present, the main problems of express mail in postal express logistics standard are the instability of time limit and the imbalance of business volume. Email deadlines are sometimes startling, sometimes surprisingly slow. Therefore, China Post Express Logistics Co., Ltd., with a new concept, according to the life cycle of mail, in line with the principle of balanced operation and pay attention to time, using modular design, Has formulated the standard express mail entire network operation standard (hereinafter referred to as "operating standard"). Realize the unified and closed-loop management of the whole network standard, reach the advanced level of the industry. In this paper, the implementation of Cangzhou postal express logistics "operational standard" is studied. On the basis of analyzing the implementation content of Cangzhou postal express logistics company, the concrete implementation concept and adjustment scheme of Cangzhou postal express logistics company are investigated and studied. The existing operation mode, production organization and operation schedule of Cangzhou Post Express Logistics Company are investigated. According to the location of different provincial processing centers, different implementation schemes of operational standards are made. The best scheme is obtained by comparing the operation organization after the implementation of operation standard, the setting of collection and delivery frequency, the time limit of mail delivery, the investment cost of the implementation of operational standard and the annual operating cost after implementation. At the same time, it satisfies the optimization of mail time limit quality, the improvement of service quality, and the effective control of investment cost and operation cost.
