智慧城市建设水平测度研究

【摘要】:随着我国新型城镇化建设的推进,各地区掀起了一股建设智慧城市的热潮,但是由于我国正处于智慧城市建设初期,尚且缺乏合理、科学的建设目标和规划,大部分试点单位希望智慧城市建设能够面面俱到,缺乏特色,形成千篇一律的智慧城市蓝图,没有真正为城市的未来发展战略服务。随着智慧城市建设逐步深化,如何确定智慧城市建设重点,统一智慧城市建设水平评价指标体系,选取科学的评价模型和方法成为智慧城市建设各方关注的焦点,在客观测度建设水平的基础上,充分发挥自身优势资源,创新建设发展模式,建设一个经济、适用、绿色的特色智慧城市成为智慧城市持续发展不得不解决的问题。首先,本文对国内外智慧城市相关文献研究进行分类梳理,介绍了智慧城市建设水平测度研究的背景与意义。阐明了智慧城市和测度的概念内涵,介绍了智慧城市建设水平测度的理论内涵,分析了智慧城市五个基本要素内涵。其次,分析了指标体系的构建原则,阐述了智慧城市建设水平测度指标体系构建的影响因素,在此基础上从基础设施建设、公共服务水平、经济增长水平、环境宜居水平、产业现代化水平五个层面构建多维度多层次的智慧城市建设水平测度指标体系,并对指标进行解析。再次,介绍了智慧城市建设水平测度模型的选取依据,进而构建基于粗糙集-BP神经网络的智慧城市建设水平测度模型,阐述模型算法的步骤,从而对智慧城市建设水平进行系统合理的测度评价。最后,选取12个智慧城市为研究样本,使用MATLAB统计软件对样本数据进行训练学习,对智慧城市建设水平进行测度。比较不同测度方法的结果,验证基于粗糙集-BP神经网络的智慧城市建设水平测度模型方法的有效性。根据智慧城市建设水平现状从创新智慧城市建设发展模式、提升智慧城市公共服务质量、优化智慧城市产业体系、完善智慧城市建设保障措施四个方面提出智慧城市建设发展的对策与建议。
[Abstract]:With the development of new urbanization in our country, there is an upsurge of constructing intelligent city in various regions. However, because our country is in the early stage of construction of intelligent city, there is still a lack of reasonable and scientific construction goal and plan. Most of the pilot units hope that the construction of the wisdom city can be all-inclusive, lack of characteristics, form a uniform blueprint of the intelligent city, and do not really serve the future development strategy of the city. With the deepening of the construction of the intelligent city, how to determine the key points of the construction of the intelligent city, to unify the evaluation index system of the level of the construction of the intelligent city, and to select the scientific evaluation model and method become the focus of attention of all the parties in the construction of the intelligent city. On the basis of objectively measuring the level of construction, giving full play to its own advantageous resources, innovating the development mode of construction, and building an economy, suitable and green characteristic intelligent city has become a problem that must be solved in the sustainable development of the intelligent city. First of all, this paper classifies the domestic and foreign literature on the intelligent city, and introduces the background and significance of the level measurement of the intelligent city construction. This paper expounds the concept connotation of wisdom city and measure, introduces the theoretical connotation of the level measure of intelligent city construction, and analyzes the five basic elements of wisdom city. Secondly, it analyzes the construction principles of the index system, expounds the factors influencing the construction of the index system of the level of intelligent city construction, and on this basis, from the infrastructure construction, the level of public service, the level of economic growth, the level of environmental livability. This paper constructs a multi-dimensional and multi-level index system for measuring the level of construction of intelligent cities at five levels of industrial modernization, and analyzes the indicators. Thirdly, the paper introduces the selection basis of the level measurement model of intelligent city construction, then constructs the level measurement model of intelligent city construction based on rough set -BP neural network, and expounds the steps of the model algorithm. Thus, the level of intelligent city construction is systematically and reasonably evaluated. Finally, 12 intelligent cities are selected as the research samples, and the MATLAB statistical software is used to train and study the sample data to measure the construction level of intelligent cities. The results of different measurement methods are compared to verify the validity of the intelligent city construction level measurement model based on rough set-BP neural network. According to the present situation of the construction level of the intelligent city, we should innovate the development mode of the intelligent city construction, improve the public service quality of the intelligent city, and optimize the industrial system of the intelligent city. The countermeasures and suggestions on the construction and development of the intelligent city are put forward in four aspects of perfecting the safeguard measures of the construction of the intelligent city.
