泉州市大龄失业人员再就业的政府援助研究

【摘要】：我国经济正处于新旧动能转换的关键时期。新形势对我国就业格局施加了较大深远的影响。城镇化的推进导致农村劳动力就业转移加快,高校毕业生日益增加,就业领域总量压力急剧上升。大龄失业人员这一特殊群体,因其年龄、学历、技能等自身劣势,市场竞争力较弱,难以通过自身力量在愈演愈烈的劳动力市场中找到位置。随着“大众创业”战略的全面部署,产业结构优化升级,“互联网+”时代的到来,泉州市大龄失业人员就业矛盾将更加凸显并引起社会焦点关注。基于上述背景,本文以泉州市大龄失业人员再就业的政府援助为研究对象,以失业理论和服务型政府理论作为本文的理论支撑,综合运用访谈、比较研究等研究方法,在对泉州市大龄失业人员再就业的政府援助基本现状进行整体描述的基础上,分析其中存在的主要问题及其深层次原因;同时,通过对国内外其他国家或地区在大龄失业人员再就业的政府援助方面经验和教训的归纳和总结,结合泉州市大龄失业人员再就业的政府援助方面存在的问题和原因,对泉州市政府如何进一步援助大龄失业人员再就业的具体措施进行了深入探讨。本文认为提升泉州市大龄失业人员再就业的政府援助效果,应从提高政策执行力、加强再就业组织建设、扩大就业渠道、增强就业能力、发挥失业保险制度功能、加大宣传力度等六个方面着手。
[Abstract]:China's economy is in the new and old kinetic energy conversion of the key period. The new situation exerts great influence on the employment pattern of our country. With the development of urbanization, the employment transfer of rural labor force is accelerated, the graduates of colleges and universities are increasing day by day, and the pressure of total employment field is rising sharply. The special group of older unemployed people, because of their age, education, skills and other disadvantages, the market competitiveness is relatively weak, it is difficult to find a position in the increasingly fierce labor market through their own strength. With the overall deployment of the "mass entrepreneurship" strategy, the optimization and upgrading of industrial structure, and the arrival of the "Internet" era, the employment contradictions of the older unemployed people in Quanzhou City will become more prominent and cause social focus. Based on the above background, this paper takes the government assistance for the re-employment of the older unemployed people in Quanzhou as the research object, takes the unemployment theory and the service-oriented government theory as the theoretical support of this paper, synthetically uses the interview, comparative research and other research methods. On the basis of an overall description of the basic situation of government assistance for the re-employment of the older unemployed in Quanzhou, this paper analyzes the main problems and their deep-seated causes, and at the same time, Through summing up and summarizing the experiences and lessons of other countries or regions at home and abroad on the government assistance for the re-employment of the older unemployed, combined with the problems and causes of the government assistance for the re-employment of the older unemployed in Quanzhou, This paper probes into the concrete measures of Quanzhou Municipal Government to further assist the unemployed people of older age in re-employment. This paper holds that in order to improve the effect of government assistance for the re-employment of the older unemployed in Quanzhou, we should improve the policy execution, strengthen the construction of re-employment organizations, expand the employment channels, enhance the employability, and give full play to the function of the unemployment insurance system.
