济南市物流园区互联互通联盟研究

【摘要】：随着我国经济改革的不断深入,济南市物流园区在经过了“十二五”期间的大力发展后,已度过了以“人多地广”为特征的初级阶段。物流园区“点式经营”、“信息孤岛”的现象开始呈现,为了解决园区发展弊端,顺应当前国内经济“稳中求进”的总基调,通过成立济南市物流园区互联互通联盟,促进济南市物流业发展的新业态。本文首先介绍了物流园区互联互通联盟的发展背景及现状,对物流园区互联互通联盟的相关理论作了介绍,其中包括物流园区的相关理论及物流园区联盟的相关理论,并对济南市物流园区现状进行全面分析。其次设计了济南市物流园区互联互通联盟的整体框架,提出了一条由“政府牵头,协会管理、企业运营”的联盟实现途径,并从园区资源整合、收益分配机制、信息化平台及标准化建设四个方面对联盟进行了详细地、系统地构建。为了联盟能够正常的运转,最后再分别从信任机制、激励机制、风险控制机制三方面总结联盟管理机制,并从政策性导向措施、联盟内部协调措施、成员企业自身建设三个层面为济南市物流园区互联互通联盟顺利的运行提出了保障措施,对研究内容进行了结论与展望。
[Abstract]:With the deepening of China's economic reform, the logistics park of Jinan has passed through the initial stage characterized by "people, many places and wide areas" after the vigorous development of the "12th Five-Year Plan" period. The phenomenon of "point operation" and "information isolated island" in logistics park began to appear. In order to solve the problems of park development and conform to the general keynote of "steady progress" of domestic economy, through the establishment of Jinan logistics park interconnection alliance, To promote the development of Jinan logistics industry in the new form. This paper first introduces the development background and current situation of logistics park interconnection alliance, and introduces the related theory of logistics park interconnection alliance, including the relevant theory of logistics park and logistics park alliance. And the current situation of Jinan logistics park is comprehensively analyzed. Secondly, the paper designs the overall framework of the logistics park interconnection alliance in Jinan, and puts forward a way to realize the alliance, which is led by the government, managed by the association and operated by the enterprise, and integrates the resources of the park and the mechanism of income distribution. Information platform and standardization construction of four aspects of the alliance in detail, systematic construction. In order to run the alliance normally, finally summarize the alliance management mechanism from three aspects of trust mechanism, incentive mechanism and risk control mechanism, and from the policy-oriented measures, the alliance internal coordination measures, The three levels of the member enterprises' self-construction provide the guarantee measures for the smooth operation of the logistics park interconnection alliance in Jinan, and the conclusion and prospect of the research contents are also given.
