集体建设用地建租赁房的困境与对策——基于北京市的探索实践

【摘要】:正为增加租赁住房供应,缓解住房供需矛盾,构建购租并举的住房体系,今年8月,国土资源部、住房和城乡建设部联合印发《利用集体建设用地建设租赁住房试点方案》,根据地方自愿,确定了北京、上海等第一批13个试点城市,可利用集体建设用地建设租赁住房。这一政策意义重大,影响深远,在推进集体建设用地入市、建设城乡统一土地市场方面取得了实质性突破。就地方而言,2017年4月北京市政府批准《北
[Abstract]:In order to increase the supply of rental housing, ease the contradiction between supply and demand of housing, and build a housing system with both purchasing and renting, in August this year, the Ministry of Land and Resources, the Ministry of Housing and Urban and Rural Development jointly issued the pilot Program for the Construction of rented Housing using Collective Construction Land. According to local voluntary, the first 13 pilot cities, such as Beijing and Shanghai, can be used to build rental housing with collective construction land. This policy is of great significance and far-reaching influence, and has made a substantial breakthrough in promoting the entry of collective construction land into the market and building a unified land market in urban and rural areas. At the local level, the Beijing Municipal Government approved the North in April 2017.
