失业、自雇与城市权利

【摘要】：自雇不但是解决失业问题的一种有效方式,而且还是一种具有正外部性的社会经济活动。当前,部分经济学家和政策制定者对自雇有一定的偏见。但是,如果站在自雇者视角来看,自雇不但是弱势群体的一种生存机制,而且还是他们应该享有的城市权利。因此,全社会应当尊重弱势群体的自雇行为,并采取一定措施对弱势群体选择自雇给予帮助和支持。
[Abstract]:Self-employment is not only an effective way to solve the unemployment problem, but also a positive externality of social and economic activities. At present, some economists and policymakers are biased against self-employment. However, from the perspective of self-employed people, self-employment is not only a survival mechanism for vulnerable groups, but also the urban rights they should enjoy. Therefore, the whole society should respect the self-employment behavior of the vulnerable groups, and take certain measures to help and support the vulnerable groups in choosing self-employment.
