中国农民工生育保险问题探究

【摘要】：在我国现代化建设中，农民工作为一支新型劳动大军，在伴随我国工业化、城镇化进程加快的大背景下，应运而生，已成为我国产业工人的重要组成部分。农民工的出现，增加了农村收入，创造了社会财富，同时，为城乡发展注入了活力，在现代化建设中扮演了重要角色、做出了重大贡献。然而他们在付出劳动的同时，社会保障权益却未能得到及时维护，尤其是女性农民工的生育保障权。农民工作为社会中的弱势群体，他们的生育状况值得全社会关注，妥善处理好农民工生育保险问题具有重大的理论和现实意义。本文首先对相关的国内外生育保险现状进行综述，同时针对本文研究内容提出了相应的研究思路和研究方法；其次，通过我国农民工生育保险现状的调研数据资料，分析当前我国农民工生育保险的现状，分别从政府、企业、个人三个层面说明当前农民工生育保险存在这些问题的原因；然后阐释我国实施并完善农民工生育保险的重要意义，提出进一步完善该项制度的必要性和重要性；最后，借鉴我国广州、厦门、北京等地方制定和实施生育保险制度的经验，，联系我国其他地区的实际情况，提出适合我国广大农民工生育保险实施和发展的可行性建议，切实保障农民工群体的生育权益。
[Abstract]:In China's modernization construction, migrant workers, as a new type of labor force, have emerged as the times require under the background of industrialization and acceleration of urbanization in our country, and have become an important part of industrial workers in our country. They have increased rural incomes, created social wealth, injected vitality into the development of urban and rural areas, played an important role in the modernization drive and made significant contributions. However, the rights and interests of social security have not been safeguarded in time, especially the reproductive security rights of female migrant workers. As a vulnerable group in society, migrant workers' reproductive status deserves the attention of the whole society. It is of great theoretical and practical significance to properly handle the issue of migrant workers' birth insurance. At first, this paper summarizes the status quo of birth insurance at home and abroad, at the same time, puts forward the corresponding research ideas and research methods for the research content of this paper. Secondly, through the survey data of the status quo of migrant workers' birth insurance in China, This paper analyzes the present situation of migrant workers' birth insurance in our country, explains the reasons for these problems from three aspects of government, enterprise and individual, and then explains the significance of implementing and perfecting the birth insurance of migrant workers in our country. Finally, drawing lessons from the experiences of Guangzhou, Xiamen, Beijing and other places in China in formulating and implementing the birth insurance system, and connecting with the actual situation in other regions of our country, the paper puts forward the necessity and importance of further improving the system. This paper puts forward some feasible suggestions for the implementation and development of peasant workers' reproductive insurance in our country, so as to ensure the reproductive rights and interests of migrant workers.
