嫩江县新型农村社会养老保险的现状与完善对策研究

【摘要】：新型农村社会养老保险制度简称为“新农保制度”，这一制度在全国各地的试点运行，是中国在实施新型农村合作医疗、农业直补、取消农业税等惠农政策后，为了发展农村经济、稳定农村环境、解决农民疾苦的又一项重大举措。新型农村社会养老保险主要采取政府补贴、集体补助和个人缴费相结合的方式，让农民能够真正领取到养老保险金，解决农村老年人生活困难、无人养老的难题。但是，由于制度推行的时间尚短，制度的设计制定还缺少实践经验，中国幅员辽阔、各地的经济发展差距巨大、国情复杂等原因，“新农保制度”在试点运行过程中遇到了许多问题。为了解决这些问题、更好的完善“新农保制度”，本研究以嫩江县的新型农村社会养老保险（简称：新农保）现状为研究材料，分析“新农保制度”在嫩江县试点运行过程中存在的问题，研究解决这些问题的对策，为进一步改进和完善“新农保制度”提供参考。本研究对黑龙江省第三批试点单位--嫩江县新型农村社会养老保险试点进行了资料调查、实地调查及问卷调查，发现新型农村社会养老保险在嫩江县存在着养老基金保值增值难、财政补贴不合理、养老金待遇水平低、农民的参保意愿不强等诸多问题。为了解决这些问题，本研究建议采取以下对策：1、完善新农保的筹资机制；2、引导商业保险介入农民养老的保障体系；3、确保农村养老保险基金的保值增值；4、采用多种方式提高农民参保的积极性；5、完善和改进嫩江县乃至国家的新型农村社会养老保险制度。
[Abstract]:The new rural social endowment insurance system is referred to as the "new rural insurance system" for short. The pilot operation of this system in various parts of the country is after China has implemented the new rural cooperative medical system, agricultural direct subsidy, cancellation of agricultural tax and other favorable agricultural policies. In order to develop the rural economy, stabilize the rural environment, and solve the problems of farmers, another major measure is: the new type of rural social endowment insurance mainly adopts the combination of government subsidies, collective subsidies and individual contributions. To enable farmers to truly receive pension insurance, to solve the problem of rural elderly people living in difficulties and no one to provide for the aged. However, because the system has been implemented for a short time and lacks practical experience in its design and formulation, China has a vast territory. Because of the huge gap in economic development and the complexity of the national conditions, the "New Rural Insurance system" has encountered many problems in the course of the pilot operation. In order to solve these problems, Better improve the "new rural insurance system", this study based on the Nenjiang new rural social endowment insurance (abbreviated as the new rural insurance) as the research material, analyzes the "new rural insurance system" in Nenjiang County pilot operation process of the problems, This paper studies the countermeasures to solve these problems and provides a reference for further improving and perfecting the "New Rural Insurance system". This study investigated the third batch of pilot units of Nenjiang County, Nenjiang County, for the new rural social endowment insurance. Field investigation and questionnaire survey show that the new rural social endowment insurance in Nenjiang County is difficult to maintain and increase the value of pension funds, financial subsidies are unreasonable, the level of pension treatment is low. Farmers' willingness to participate in insurance is not strong, and so on. In order to solve these problems, This study suggests the following countermeasures: 1, improve the financing mechanism of the new rural insurance system, guide commercial insurance to intervene in the security system for the peasants, ensure the maintenance and increase of the value of the rural pension insurance fund, and adopt various ways to increase the farmers' participation in the insurance system. Improve and improve Nenjiang County and even the country's new rural social endowment insurance system.
