湖南省政策性森林保险实践与发展对策研究

【摘要】：林业是我国的基础产业和生态安全屏障,建立一套高效运行的森林保险制度,对于转移林业经营风险、发展现代林业产业和建设社会主义新农村都具有及其重要的意义。在国家大力推动森林保险发展的背景下,探索森林保险经营形式、提高经营管理水平、提供有效的制度保障,是促进我国政策性森林保险可持续发展的有力保证。本论文以湖南省林农对政策性森林保险的需求为研究主题,具体内容主要包括绪论、正文和总结。首先对选题背景与意义、国内与国外相关的主要文献以及主要的研究方案进行了综述和分析；其次从经济学层面对森林保险的准公共物品属性及其基础理论进行了分析；然后又主要对湖南森林保险的基本模式及发展状况进行了分析。接着是本文的核心部分,通过实地调研收集了湖南省200户林农的基本信息、对森林保险的认知、对林业风险的认识、购买和未购买森林保险农户的支付意愿数据以及对现行政策性森林保险开展状况的评价意见。采用理论结合实际、定性分析和定量分析相结合以及描述性统计和实证相结合三种方法对调查结果进行研究,主要结果如下：湖南省目前实行的森林保险可以满足一部分林业经营者降低林业风险的需求,但对现行森林保险的总体满意度还不是很高,多数经营户认为现行保险的保障水平太低,购买森林保险作用有限,加之保险公司从出险到获赔的合理性与时效性较预期也存在一定的差距；进一步结合SPSS19.0软件对调查数据进行了一个二元的logistic回归分析,得出湖南省林农对政策性森林保险需求的显著影响因素有：林农对森林保险的了解程度、对森林保险重要性认识、教育层次、家庭人均收入、营林收入占家庭总收入水平、是否受灾、对森林保险的责任与保额满足状况以及保费补贴满意度,其中营林收入占家庭总收入水平和保额满足程度2个因素达到极显著。最后,从政府、保险公司和林农三个层面提出了推动湖南省政策性森林保险发展的一些具有的对策与建议。
[Abstract]:Forestry is the basic industry and ecological security barrier of our country. The establishment of a set of efficient forest insurance system can transfer the risk of forestry management. It is of great significance to develop the modern forestry industry and to build a new socialist countryside. Under the background of the government vigorously promoting the development of forest insurance, we should explore the management form of forest insurance, improve the management level, and provide effective system protection. Is the promotion our country policy forest insurance sustainable development has the guarantee. In this paper, the demand of forest farmers for policy forest insurance in Hunan Province as the research theme, the specific content mainly includes introduction, text and summary. First of all, the background and significance of the topic. The main domestic and foreign related literature and main research programs are summarized and analyzed. Secondly, the property of quasi-public goods of forest insurance and its basic theory are analyzed from the economic level. Then it mainly analyzes the basic mode and development of Hunan forest insurance. Then the core part of this paper collects the basic information of 200 forest farmers in Hunan province through field research, and the cognition of forest insurance. Understanding of forestry risks, data of farmers' willingness to pay for purchase and non-purchase of forest insurance, and evaluation of the current status of policy forest insurance. Qualitative analysis and quantitative analysis combined with descriptive statistics and empirical methods to study the results of the survey, The main results are as follows: the forest insurance implemented at present in Hunan Province can meet the demand of some forestry operators to reduce forestry risks, but the overall satisfaction with the current forest insurance is not very high. Most operators think that the current insurance level is too low, the role of forest insurance is limited, in addition, there is a certain gap between the rationality and timeliness of insurance companies from insurance to compensation. A binary logistic regression analysis was carried out on the survey data with SPSS19.0 software. The significant influencing factors of forest farmers' demand for policy forest insurance in Hunan Province were as follows: forest farmers' understanding of forest insurance and the importance of forest insurance. Level of education, per capita income of households, forest income as a share of total household income, whether affected, the status of responsibility and coverage for forest insurance, and satisfaction with premium subsidies, Among these two factors, forest income accounted for the total household income and the degree of coverage reached a very significant level. Finally, from the government, Insurance companies and forest farmers put forward some countermeasures and suggestions to promote the development of policy forest insurance in Hunan Province.
