新疆农业保险发展促进农民增收问题研究

【摘要】：“三农”问题一直是党中央关注的重要问题之一。党中央连续出台关于“三农”的一号文件，尽管每年的侧重点不同，但均明确指出：我国的农业生产水平低下，农民的生活处在温饱阶段，要想实现我国全民的小康生活，就要努力提高农业生产水平，提高农民的收入水平。“十二五”规划中也提出，在未来国家要加大对农业的支持力度，为实现我国农业的现代化加以政策上的倾斜支持。得益于相关的优惠政策，农业发展取得了巨大成绩，农民生活水平得到了一定程度的提高。增加农民收入的途径是多方面的，其中农业保险的支持尤为重要。鉴于新疆是一个典型的集干旱与半干旱于一身的地区，风沙较为频繁，每年都会遭受各种自然灾害的侵袭如：洪涝、干旱、冰雹等，，对农业的生产和农民的收入带来了不利的影响。农业保险、政府救助、社会捐赠是管理和防范农业风险的三种手段，其中农业保险具有分散风险、降低损失的作用，所以国家要加大对农业保险的扶持力度，使农业保险成为农民增收的保护神。本文在梳理国内外文献的基础上，首先，分析了新疆农业保险发展的现状、新疆农民收入的现状以及农民在增收过程中存在的相关问题，在此条件下研究农业保险在促进农民增收过程中存在的问题，结合存在的问题分析了农业保险促进农民增收的途径。在第三章中，结合国内部分省份农业保险发展对农民增收的经验，得出了对新疆的启示。在第四章中，运用定量以及定性分析的方法，分析了新疆农业保险对农民增收的重要性。第五章结合前四章的分析，提出了农业保险的发展如何提高农民增收的相关建议，使农业保险更好地支持新疆农业的发展以及更好的促进农民的增收。
[Abstract]:The issue of agriculture, rural areas and farmers has always been one of the important issues concerned by the CPC Central Committee.Must strive to raise the agricultural production level, raises the farmer's income level.In the 12th Five-Year Plan, it is also proposed that in the future, the state should increase its support for agriculture and give preferential policy support to realize the modernization of agriculture in our country.Thanks to the related preferential policies, agricultural development has made great achievements, farmers' living standards have been improved to a certain extent.There are many ways to increase farmers' income, and the support of agricultural insurance is especially important.In view of the fact that Xinjiang is a typical arid and semi-arid region with frequent wind and sand, it suffers from various natural disasters every year, such as floods, droughts, hail, etc.It has a negative impact on agricultural production and farmers' income.Agricultural insurance, government assistance, and social donation are three means of managing and preventing agricultural risks, among which agricultural insurance plays a role in dispersing risks and reducing losses. Therefore, the state should increase support for agricultural insurance.Agricultural insurance has become the protector of increasing farmers' income.On the basis of combing the literature at home and abroad, this paper firstly analyzes the current situation of agricultural insurance development in Xinjiang, the current situation of farmers' income in Xinjiang and the related problems existing in the process of increasing farmers' income.Under these conditions, this paper studies the problems existing in the process of increasing farmers' income by agricultural insurance, and analyzes the ways of agricultural insurance to increase farmers' income in combination with the existing problems.In the third chapter, combined with the experience of agricultural insurance development in some provinces to increase farmers' income, the enlightenment to Xinjiang is obtained.In the fourth chapter, the importance of agricultural insurance to farmers' income is analyzed by quantitative and qualitative analysis.The fifth chapter combined with the analysis of the first four chapters, put forward the development of agricultural insurance how to increase farmers' income, so that agricultural insurance better support the development of agriculture in Xinjiang and better promote the increase of farmers' income.
