【摘要】：随着我国社会生产能力不断提高和社会主义市场活力不断增强，越来越多的生产企业投产运行，，在给人民群众创造大量物质财富的同时，也带来了安全生产的隐忧。2012年全国共发生较大事故1408起，重大事故57起，全国有71983人在各类事故中丧失生命，其中，工矿商贸行业各类生产安全事故共导致8469人死亡，给国家和人民造成了重大损失。党中央、国务院高度重视安全生产工作，出台了一系列政策、法规，努力促进安全生产形势不断好转，取得了显著的成绩。其中安全生产责任保险就是其中一项从本质上提高安全生产保障程度的政策。安全生产责任保险利用保险经济手段为一线生产工人和群众提供了强有力的保障支撑，但安全生产责任保险由于执行时间不长，还处于试点阶段，所能发挥的作用还未得到显著体现。本文从盐城市安全生产责任保险实际操作的层面出发，通过调查、统计分析和概括总结，对盐城市安全生产责任保险开展情况、存在问题进行深入剖析，借鉴国内外取得的成功经验，立足市级层面提出针对性建议和改进方法，为安全生产责任保险的应用和推广进行理论上的有益尝试。
[Abstract]:With the continuous improvement of our social production capacity and the increasing vitality of the socialist market, more and more production enterprises are put into operation, while creating a great deal of material wealth for the people, In 2012, there were 1408 major accidents, 57 major accidents, and 71983 people lost their lives in all kinds of accidents. Of these, 8469 people were killed in various kinds of production safety accidents in industrial, mining, and trade industries. It has caused great losses to the country and the people. The Party Central Committee and the State Council have attached great importance to the work of safety in production and have issued a series of policies and regulations to promote the continuous improvement of the situation of production safety and have achieved remarkable results. The responsibility insurance for production safety is one of the policies to improve the degree of safety in production. Production safety liability insurance provides strong security support for front-line production workers and the masses by means of insurance economic means. However, the responsibility insurance for production safety is still in the pilot stage because it has not been implemented for a long time. The role that can be played has not been clearly reflected. Starting from the practical operation of production safety liability insurance in salt city, through investigation, statistical analysis and summary, this paper makes a deep analysis of the problems existing in the development of liability insurance for production safety in salt city. Based on the successful experience at home and abroad and based on the city level, this paper puts forward some specific suggestions and improvement methods, and makes a useful attempt in theory for the application and promotion of production safety liability insurance.
