新疆城乡基本医疗保障差异研究

【摘要】：新中国建立以来，中央和自治区政府为了改善民生作出了巨大的努力，但由于政府向城市利益的倾斜性政策，，引起了城乡之间医疗保障政策方面严重失衡的现象，进而严重影响了新疆社会经济协调发展、民生改善与社会公平。因此必须缩小城乡基本医疗保障差异，才能促进新疆的和谐发展。 本文按照新疆的实际情况，研究新疆城乡居民基本医疗保障差异的问题。本论文研究对象为新疆城乡居民医疗保障差距，分析目前在城乡居民基本医疗保障差异，并产生差异的原因以及对此提出相关的对策建议，对于统筹新疆城乡居民医疗保障，最终使新疆城乡居民都享用到一体化、平等化的医疗保障。 本文首先介绍了国内外有关医疗保障的理论与综述，回顾了新疆城镇职工基本医疗保障、城镇居民基本医疗保障和新型农村合作医疗演变过程，并陈述了现状和基本存在的问题。测定了新疆城乡基本医疗保障水平，具体比较了新疆与全国平均城乡医疗保障水平的差异，分析了新疆城镇和农村基本医疗保障的制度、资源的配置、救助制度方面上的各种差异。进一步分析产生新疆城乡居民基本医疗保障差异的社会、体制与经济因素等，并提出解决这些问题的对策建议。
[Abstract]:Since the founding of New China, the central and autonomous regional governments have made great efforts to improve the people's livelihood. However, due to the preferential policy of the government towards the interests of the city, it has caused a serious imbalance in medical security policies between urban and rural areas. And then seriously affected the coordinated development of Xinjiang's social economy, livelihood improvement and social equity. Therefore, we must narrow the gap between urban and rural basic medical security, in order to promote the harmonious development of Xinjiang. According to the actual situation of Xinjiang, this paper studies the difference of basic medical security between urban and rural residents in Xinjiang. The object of this paper is the gap of medical security between urban and rural residents in Xinjiang. The difference of basic medical security between urban and rural residents is analyzed, and the reasons for the difference are analyzed, and the relevant countermeasures and suggestions are put forward to coordinate the medical security of urban and rural residents in Xinjiang. Finally, Xinjiang urban and rural residents enjoy integration, equal medical security. This paper first introduces the theory and summary of medical security at home and abroad, and reviews the evolution process of basic medical security for urban workers, urban residents and new rural cooperative medical care in Xinjiang. And stated the present situation and the basic existence question. The basic medical security level of urban and rural areas in Xinjiang was determined, the difference between the average level of urban and rural medical security in Xinjiang and that of the whole country was compared, and the system and resource allocation of basic medical security in urban and rural areas in Xinjiang were analyzed. Differences in the aid system. This paper further analyzes the social, institutional and economic factors that lead to the difference of basic medical security between urban and rural residents in Xinjiang, and puts forward some countermeasures and suggestions to solve these problems.
