中国公务员养老保险制度改革发展研究

【摘要】：2006年,我国正式颁布了《中华人民共和国公务员法》,首次将公务员制度以法律的形式确定下来,这也表明了公务员制度的改革已经提上了我国政府工作的日程。2009年1月,又提出在5个省市的事业单位进行养老保险试点改革的决议,并且《社会保险法(草案)》中对公务员养老保险的提及和说明,再次使公务员养老保险改革成为人们关注的焦点。公务员的养老保险的改革不仅能够稳定公务员队伍,为公务员的退休生活提供保障,更应该体现公务员的职业特色,构建适合我国国情的公务员养老保险制度。本文以社会保障理论、社会保险理论为基础,通过阅读参考国内外关于公务员养老保险制度的相关文献,旨在吸取国外改革的经验的同时、挖掘我国公务员养老保险的试点改革及制度自身的缺陷。通过列举国外典型国家的公务员养老保险制度改革,系吸收其改革之精华；通过深入研究我国试点地区自身的改革来找出改革过程中呈现的问题,以及相关配套政策对公务员养老保险制度改革的影响。 本文分为5个部分：第一部分认识问题,说明论文的研究背景、研究目的、研究意义及国内外现状等。第二部分提出问题,通过对我国公务员养老保险制度的制度沿革的解析和部分试点地区的改革情况,从现实层面分析我国当前公务员养老制度的现状。第三部分为分析问题,通过第二部分提出的问题,针对目前制度的弊端和改革所面临的阻碍,分析出现问题的主要原因。第四部分结合国外公务员养老保险制度改革过程和相关措施的分析,寻找与我国公务员养老保险的结合点和融合部分。第五部分依据我国国情及现实情况,对公务员养老保险制度提出系统的政策建议。
[Abstract]:In 2006, China formally promulgated the Civil servant Law of the people's Republic of China, which for the first time defined the civil service system in the form of law, which also indicated that the reform of the civil service system has been put on the agenda of our government. It also puts forward the resolution to carry out the pilot reform of pension insurance in the institutions of five provinces and cities, and the mention and explanation of the pension insurance for civil servants in the Social Insurance Law (draft), which once again makes the reform of the pension insurance for civil servants become the focus of attention. The reform of the pension insurance of civil servants can not only stabilize the ranks of civil servants and provide protection for the retired life of civil servants, but also reflect the professional characteristics of civil servants, and construct the pension insurance system of civil servants suitable for the national conditions of our country. Based on the theory of social security and social insurance, this paper aims to draw on the experience of the reform of foreign countries by reading the relevant documents about the pension insurance system of civil servants at home and abroad. Excavate our country civil servant endowment insurance pilot reform and the defect of system itself. By enumerating the reform of the pension system of civil servants in typical foreign countries, it is to absorb the essence of the reform, and to find out the problems in the process of reform by deeply studying the reform of our country's pilot areas. And related supporting policies on the reform of civil service pension insurance system. This paper is divided into five parts: the first part of the understanding of the research background, research purposes, research significance and current situation at home and abroad. The second part puts forward the question, through the analysis of the system evolution of the civil servant pension insurance system in our country and the reform situation of some pilot areas, analyzes the present situation of the civil servant pension system in our country from the realistic aspect. The third part is the analysis of the problems, through the second part of the problems, in view of the shortcomings of the current system and the obstacles faced by the reform, the main reasons for the problems are analyzed. The fourth part combines with the analysis of the reform process and related measures of the foreign civil servant pension insurance system, looking for the combination point and the fusion part with the civil servant pension insurance of our country. The fifth part, according to our country's national condition and the reality situation, puts forward the systematic policy suggestion to the civil servant endowment insurance system.
