商业保险参与新型农村合作医疗保险的研究

【摘要】：自2003年新型农村合作医疗保险(简称“新农合”)在全国试点以来,商业保险参与新农合也同时开始试点。各地试点效果略有不同,总体运行效果不错。随着国家医药体制改革的深入,全民医疗保险制度的推行,商业保险机构单独参与新农合大病医疗保险可在三个方面实现突破：提高农民医疗保障待遇；降低卫生行政部门或劳动保障部门管理成本；保险机构实现“保本微利”的多赢状态。 本论文通过收集近年国内外关于新农合、商业保险的文献资料,从中归纳总结出各国关于农村医疗保障政策、研究发展等内容；同时对我国政府独自承办新农合现状中存在的问题进行了分析,也进一步对商业保险机构参与新农合的战略进行SWOT分析,得出商业保险机构参与新农合管理可以更好的达到多方“共赢”局面的结论,并在此基础上比较分析了商业保险机构单独参与新农合的委托管理模式、保险合同模式和混合管理模式的收益与风险,得出商业保险机构单独参与新农合大病医疗保险管理应采用保险合同模式的结论。
[Abstract]:Since 2003, the new rural cooperative medical insurance (NCMS) in the national pilot, commercial insurance to participate in the NCMS also began to pilot. The pilot effect varies slightly from place to place, and the overall operational effect is good. With the deepening of the reform of the national medical system and the implementation of the national medical insurance system, the commercial insurance institutions can make breakthroughs in three aspects: improving the medical security treatment of farmers; Reduce the administrative cost of health administrative department or labor security department, and realize the multi-win state of "keeping capital and little profit" by insurance institution. In this paper, through the collection of domestic and foreign documents on new rural cooperation, commercial insurance in recent years, summed up the various countries on rural medical security policies, research and development; At the same time, the paper analyzes the problems existing in the current situation of our government undertaking new rural cooperation alone, and further analyzes the strategy of commercial insurance institutions to participate in the new rural cooperation by SWOT. The conclusion that commercial insurance institutions can participate in the management of NCMS can better achieve the "win-win" situation, and on the basis of this, the paper compares and analyzes the trust management mode of commercial insurance institutions participating alone in NCMS. The profit and risk of insurance contract model and mixed management mode, it is concluded that commercial insurance institution should adopt insurance contract mode to participate in the management of NCMS medical insurance separately.
