安徽省高技术服务业现状评价及对策研究

【摘要】:十二五时期是安徽省转变经济社会发展方式的关键时期,是实现跨越式发展的重要战略机遇期,发展高技术服务业无疑是安徽省经济社会发展的必然要求。因此,有必要对安徽省高技术服务业的发展现状作出考量,为推进高技术服务业的持续健康发展提供理论依据。本文在梳理国内外高技术服务业相关文献的基础上,首先运用归纳法阐述了安徽省高技术服务业的发展现状,从中概括出存在的问题并分析了成因。随后,基于数据可获得性和计量分析考虑,选取2001-2011年安徽省科学研究、技术服务和地质勘查业,租赁和商务服务业,交通运输、仓储和邮政业、信息传输、计算机服务和软件业的相关数据,通过构建超越对数型的柯布一道格拉斯生产函数模型,本文度量了安徽省高技术服务业样本年限内生产效率的动态变化及趋势,从制度变迁、信息技术、市场规模、研发活动以及政府环境四个层面入手,分析了所选变量对高技术服务业效率的影响。通过实证分析,本文发现: 1、安徽省高技术服务业2001-2011年间的平均效率有待提高,存在47%的投入冗余或产出不足,呈发散式波动上升状态。但是行业间差距不明显,效率最优的科学研究、技术服务和地质勘查业比位居末位的信息传输、计算机服务和软件业仅高出21.3%,不同行业的发展水平大致相当。 2、资本的弹性高于劳动力,1%的资本增加量要比等量劳动力要多带来76%的高技术服务业新产品销售收入,安徽省高技术服务业处于资金拉动阶段。代表高素质人才的人力资本在样本年间安徽省高技术服务业发展进程中效用不大。 3、2001-2011年间,安徽省高技术服务业技术进步水平不断向前推移,人力资本与资金对于技术进步的积累效应随着时间的推移逐渐显现,劳动力数量对高技术服务业效率的影响微弱。技术水平向前沿面靠近的同时,技术效率下降。 4、制度变迁与高技术服务业的效率呈较为显著的正相关关系;研发活动与高技术服务业效率表现为显著正相关,其中研发经费对效率的促进作用要强于研发人员;信息技术与高技术服务业效率呈显著正相关关系,其中互联网与高技术服务业效率之间为显著正相关,移动及固定电话拥有量与高技术服务业效率之间为显著负相关;市场规模、政府环境与高技术服务业之间依次呈现显著负相关和显著正相关关系。 通过定性与定量分析,本文发现安徽省高技术服务业产业基础初步形成,产业规模不断扩大,一些龙头企业开始出现,产业发展取得了初步成果,但同时政府管理错位,法规政策导向性弱以及资源配置不合理,缺乏高素质人才,中小企业融资困难等问题不容忽略。本文针对安徽省高技术服务业中出现的问题,提出了相关政策建议,以促进高技术产业技术创新绩效安徽省高技术服务业效率的提升。
[Abstract]:The 12th Five-Year Plan period is the key period to transform the mode of economic and social development in Anhui Province, and it is an important strategic opportunity period to realize the leapfrog development. The development of high-tech service industry is undoubtedly an inevitable requirement for the economic and social development of Anhui Province. Therefore, it is necessary to consider the current situation of the development of high-tech service industry in Anhui Province. In order to promote the sustainable and healthy development of high-tech services to provide a theoretical basis. In this paper, the current situation of high-tech service industry in Anhui Province is described by inductive method, and the existing problems are summarized and the causes are analyzed. Then, based on the data availability and econometric analysis, the author considers the development of high-tech service industry in Anhui Province. Selected from 2001 to 2011 in Anhui Province scientific research, technical services and geological exploration industry, leasing and business services, transportation, storage and postal industry, information transmission. The related data of computer service and software industry, by constructing the production function model of Cobb Douglas beyond logarithmic type. This paper measures the dynamic changes and trends of production efficiency in the sample years of high-tech service industry in Anhui Province, starting from four levels: institutional change, information technology, market scale, R & D activities and government environment. This paper analyzes the influence of the selected variables on the efficiency of high-tech service industry. 1. The average efficiency of high-tech service industry in Anhui Province from 2001 to 2011 needs to be improved, with 47% input redundancy or insufficient output. But the gap between industries is not obvious, the best efficiency of scientific research, technical services and geological exploration industry ratio in the last place of information transmission. Computer services and software industry is only 21.3 higher than the development level of different industries roughly the same. (2) the elasticity of capital is higher than that of labor force by 1%, and the increase of capital is more than that of the same amount of labor force, which brings in 76% of the sales income of new products of high-tech service industry. The high-tech service industry in Anhui Province is in the stage of capital pulling. The human capital, which represents high-quality talents, has little effect in the development process of the high-tech service industry in Anhui Province during the sample years. From 2001 to 2011, the technological progress level of high-tech service industry in Anhui Province continued to move forward, and the accumulation effect of human capital and capital on technological progress gradually appeared with the passage of time. The effect of labor force on the efficiency of high-tech service industry is weak. (4) there is a significant positive correlation between institutional changes and the efficiency of high-tech service industry. R & D activities are positively related to the efficiency of high-tech service industry, and R & D funds are more effective than R & D staff in promoting efficiency. There is a significant positive correlation between information technology and the efficiency of high-tech services, among which the Internet and the efficiency of high-tech services are significantly positive correlation. There is a significant negative correlation between mobile and fixed telephone ownership and the efficiency of high-tech services. Market size, government environment and high-tech service industry show significant negative correlation and significant positive correlation. Through qualitative and quantitative analysis, this paper finds that the industrial foundation of high-tech service industry in Anhui Province has been initially formed, the industrial scale is constantly expanding, some leading enterprises are beginning to appear, and the industrial development has made initial achievements. But at the same time, the government management is misplaced, the guidance of regulations and policies is weak, the allocation of resources is unreasonable, and the lack of high-quality talents. The financing difficulties of small and medium-sized enterprises can not be ignored. This paper puts forward some relevant policy recommendations in view of the problems in the high-tech service industry in Anhui Province.
