【摘要】：科学技术是第一生产力，科技创新对一个国家经济发展的贡献越来越大。二战结束之后，发达国家的经济持续稳定发展，科技创新及其产业化功不可没，如何将科学技术转化为生产力是各国政府普遍关注的一个重要问题。发达国家的发展实践证明，科技中介服务机构是实现科技成果商业化的一条有效渠道，它推动了技术的转移和扩散，在一定程度上实现了技术创新的良性循环。在以技术为驱动力的市场经济环境中，高效率的科技中介服务机构能够大大活跃和促进企业的技术创新和技术扩散，促进国家的经济发展，提高整个国家的经济竞争力。本文对当前安徽省科技中介机构发展状况和发展问题进行把脉,从调查安徽省科技中介机构现状入手,基于产业链视角和博弈模型，，分析科技中介机构面临的主要问题,研究科技中介机构对发展安徽省经济的作用与影响,通过与国内外科技中介发展典型成功模式的比较研究,进而有针对性地提出进一步塑造积极、健康、向上的思想氛围,完善政府部门的科技中介管理职能,建立科学合理的科技中介管理体制和运行机制,优化社会中介发展的法律环境,加强科技中介人才培养和职业道德建设,加强科技中介机构的理论和实践研究,促进科技中介国际交流与合作等操作性强的对策,使安徽省科技中介在全国转型经济、跨越经济战略目标指引下,成为社会经济发展新的“增长极”和“排头兵”。进而为相关部门制定发展安徽省科技中介机构的政策法规提供决策依据和参考。
[Abstract]:Science and technology is the first productivity, technological innovation on the economic development of a country with more and more. After World War II, sustained and stable development of the economy of developed countries, technology innovation and industrialization contributed to the science and technology into productive forces is an important issue of common concern. The practice developed the intermediary service organization is an effective channel to realize the commercialization of scientific and technological achievements, it promoted the technology transfer and diffusion, to a certain extent, to achieve a virtuous cycle of technological innovation. In the technology driven environment of market economy, science and technology intermediary service institutions of high efficiency can greatly promote innovation and active and technology diffusion of enterprises, promote the development of national economy and improve the economic competitiveness of whole nation.

It will provide decision-making basis and reference for the relevant departments to formulate policies and regulations for developing Anhui science and technology intermediary institutions.
