陕西省生产性服务业集群溢出效应研究

【摘要】：生产性服务业是为保证工业连续生产并致力于提升工业水平、加快产业转换的保障性服务业,其发展水平不仅是衡量现代社会经济发达程度的重要标志,也是全面提升经济综合竞争力的重要途径。因此,随着全球密集型产业经济的快速出现与蓬勃发展,关于产业集群问题的研究逐渐成为学术界的研究热点。产业集群的出现,表面上看来仅是一种新的产业结构的出现,但是其本质是信息技术和全球化经济的发展使产业行为发生了转变,后福特制的网络化形式被福特制大工业流水线所取代。许多区域因为了适应新的生产力发展要求,主动将某项产业集中在一起,得以更有效的整合外部资源,以最终实现产业形式的更新以及近邻效益、规模效应、结构效应、分工效应、“场”效应。近年来,陕西省生产服务业规模不断扩大,有力地推动了地方产业结构优化升级,促进了三次产业协调发展,提升了地方工业的整体素质。2008年全省生产性服务业增加值1250.1亿元,已初步形成以关中为核心,陕南和陕北为两大辐射圈的一批国家级和省级开发区、高新技术产业孵化基地和大学科技园区,装备制造业服务平台和高新技术服务平台已初具规模,西安国际港务区,陕北能源化工基地、商丹循环工业经济园区服务体系集群,不仅改变了区域服务业发展相对滞后的局面,而且发挥出巨大的溢出效应,在区域新型工业化道路方面发挥巨大作用。但仍由于不够强大和集约,没有形成优势产业,对区域GDP和就业的贡献还比较小。因此,有必要重新审视陕西省生产服务业集群发展问题,找出促其进一步发展的路径和对策。本文在阐释产业集群的概念和特征基础上,分析了产业集群的学习、创新以及规模效应、近邻效益、分工效应、结构效应、“场”效应。并结合陕西生产性服务业集群的发展现状,运用两部门模型对生产性服务业溢出效应进行了研究,并根据研究结论和国内外集群经济发展的成功经验和启示,进一步提出了陕西省生产服务业集群发展的对策。
[Abstract]:Producer service industry is a kind of supporting service industry which can guarantee the continuous production of industry and promote the industrial level and speed up the industrial transformation. The development level of producer service industry is not only an important symbol to measure the degree of economic development in modern society. Therefore, with the rapid emergence and vigorous development of the global intensive industrial economy, the research on industrial clusters has gradually become a hot research topic in academia. The appearance of industrial cluster appears to be a new industrial structure on the surface, but its essence is that the development of information technology and global economy has changed the industrial behavior. The network form of post-Forte system was replaced by pipeline, a major industry of Ford. In order to adapt to the new demands of productivity development, many regions have taken the initiative to centralize an industry together, so as to integrate external resources more effectively. In order to realize the renewal of industrial form and the benefits of neighboring, scale effect, structure effect, division of labor effect, "field" effect. In recent years, the scale of Shaanxi's production and service industry has been continuously expanded, which has powerfully promoted the optimization and upgrading of the local industrial structure and promoted the coordinated development of the three industries. In 2008, the added value of producer services in the whole province was one hundred and twenty-five billion nine million nine hundred and ninety-nine thousand and nine hundred and ninety-nine yuan, which had initially formed a number of national and provincial development zones with Guanzhong as the core and southern and northern Shaanxi as the two major radiation circles. High-tech industry incubating base and university science and technology park, equipment manufacturing service platform and high-tech service platform have begun to take shape. Xi'an International Port area, Northern Shaanxi Energy and Chemical Industry Base, Shangdan Recycling Industrial Park Service system Cluster, It not only changes the situation of relative lag in the development of regional service industry, but also exerts a huge spillover effect and plays a great role in the new industrialization road of the region. However, it is still not strong and intensive enough to form an advantageous industry. The contribution to regional GDP and employment is relatively small. Therefore, it is necessary to re-examine the development of Shaanxi production and service industry cluster, and find out the path and countermeasures to promote its further development. On the basis of explaining the concept and characteristics of industrial cluster, this paper analyzes the learning, innovation, scale effect, neighbor benefit and division of labor effect of industrial cluster. Structure effect, "field" effect. Combined with the present situation of Shaanxi producer service cluster, this paper studies the spillover effect of producer services by using two-sector model. According to the conclusion of the research and the successful experience and inspiration of the development of the domestic and foreign cluster economy, the author further puts forward the countermeasures of the cluster development of the production service industry in Shaanxi Province.
