无锡市服务外包产业发展研究

【摘要】：服务外包是社会分工不断细化和信息技术迅速发展相融合的产物。作为一种斩新的商务模式，具有资源消耗低、环境污染少而附加值高等特点。随着信息技术的发展和经济全球化的深入,国际服务外包已经成为当前国际分工协作和国际产业转移的新的重要推动因素。世界上许多国家特别是发展中国家纷纷出台有利的政策措施来发展服务外包产业。就中国而言，我国政府已经在全国范围内建立了21个服务外包示范城市，重点发展服务外包产业，无锡便是其中之一。无锡地处中国经济最具活力的长三角地区中心地带，自上世纪90年代以来，无锡抓住了以制造业为核心的国际产业转移的机遇，大力发展外向型经济，取得了举世瞩目的成就，但是这种以加工贸易为主的贸易模式也带来了资源和能源消耗过大、生态环境逐步恶化等一系列经济社会问题。无锡如果要实现经济社会的全面现代化，必须遵循世界经济发展的普遍规律，借鉴发达国家先进城市发展的成功经验，，大力发展现代服务业，降低制造业的比重，由“工业经济”向“服务经济”转型，由“无锡制造”向“无锡创造”转型。近年来，服务外包产业在中国各个大城市迅速发展，这也为无锡的产业转型带来了难得的机遇，无锡的地方政府也不失时机的抓住机会，下大力气发展这一新兴产业，而且从2007年至2011年，无锡的服务外包产业取得了长足的进步。本文从服务外包的基本概念和理论出发，以无锡的服务外包产业发展为具体研究对象，首先通过对无锡三次产业发展情况的分析研究，指出无锡现阶段产业结构偏重，现代服务业发展不足的现实是发展服务外包产业的主要动因。而发展以服务外包为代表的现代服务业的重大意义在于其既能调整无锡产业结构，更是推动无锡经济又好又快发展的引擎。随后本文对无锡服务外包产业发展的历史与现状进行阐述，重点是将其他几个服务外包示范城市的发展模式与无锡进行比较分析。接下来对无锡发展服务外包业进行SWOT分析，从中发现无锡服务外包业在发展过程中政府、企业、人才机制等各方面存在的问题。并提出了无锡发展服务外包的战略重点和路径选择。最后，本文在前述分析的基础上，从政府层面、企业层面、人才层面对无锡大力发展服务外包产业提出合理化建议。
[Abstract]:As a new business model, service outsourcing is the result of the continuous refinement of social division of labor and the rapid development of information technology. With the development of information technology and the deepening of economic globalization, International service outsourcing has become a new and important driving factor in the international division of labor and cooperation and the transfer of international industries. Many countries around the world, especially developing countries, have introduced favorable policies and measures to develop the service outsourcing industry. As far as China is concerned, Our government has established 21 service outsourcing demonstration cities in China, and Wuxi is one of them. Wuxi is located in the heart of the Yangtze River Delta, the most dynamic region of China's economy. Since -10s, Wuxi has seized the opportunity of international industrial transfer with the manufacturing industry as the core and vigorously developed an export-oriented economy. It has made remarkable achievements, but this trade model, which is dominated by processing trade, has also brought too much consumption of resources and energy. A series of economic and social problems such as the gradual deterioration of the ecological environment. If Wuxi is to realize the overall modernization of its economy and society, it must follow the universal laws of world economic development and draw lessons from the successful experiences of advanced cities in developed countries. Vigorously developing modern service industries, reducing the proportion of manufacturing industries, transforming from "industrial economy" to "service economy", from "manufacturing in Wuxi" to "creating in Wuxi". In recent years, the service outsourcing industry has developed rapidly in major cities in China. This has also brought a rare opportunity for Wuxi's industrial transformation, and the local government in Wuxi has also seized the opportunity to make great efforts to develop this new industry. From 2007 to 2011, Wuxi's service outsourcing industry has made great progress. Starting from the basic concept and theory of service outsourcing, this paper takes the development of service outsourcing industry in Wuxi as the specific research object. Firstly, through the analysis and research on the development of three industries in Wuxi, it points out that the industrial structure of Wuxi at the present stage is focused on. The reality of underdevelopment of modern service industry is the main motivation of developing service outsourcing industry, and the great significance of developing modern service industry represented by service outsourcing is that it can adjust the industrial structure of Wuxi. It is also a good and fast engine to promote the development of Wuxi economy. Subsequently, this paper expounds the history and present situation of the development of service outsourcing industry in Wuxi. The key point is to compare the development patterns of other service outsourcing demonstration cities with Wuxi. Then the SWOT analysis of Wuxi service outsourcing industry is carried out, from which the government and enterprises are found in the development process of Wuxi service outsourcing industry. Finally, on the basis of the above analysis, this paper puts forward the strategic focus and the path choice of Wuxi development service outsourcing from the government level, the enterprise level, and so on. Talent level to Wuxi vigorously develop the service outsourcing industry to put forward reasonable suggestions.
