青州市民办养老机构发展问题研究

【摘要】：随着我国进入人口老龄化,截止到目前60岁以上老年人口已经达到了1.78亿,占到总人口13%。老年人数的大量增加,以及家庭结构的小型化,传统的只靠政府和家庭养老,已不能满足老年人日渐丰富的、多样化的养老服务需求,发展民办养老机构以缓解老人的养老需求成为必然的选择。因此,如何通过深入地调查研究机构养老服务业发展的内在问题,找出影响民办养老机构可持续发展的关键影响因素,理顺政府与企业、个人的关系,以发展民办养老机构来缓解社会老人养老难题,同时进一步发展民办非企业单位成为了当务之急。本文通过对国内外养老机构发展状况为基础,对青州市部分民办养老机构进行了实地问卷调查及座谈,通过分析青州市民办养老机构的具体情况,找出青州市民办养老机构发展中存在的问题,本文分为三个阶段展开具体研究:第一阶段,通过对国内外机构养老研究文献的收集、筛选、整理、归纳,总结了国内外养老机构的研究情况,构建了民办养老机构研究的基本理论框架;第二阶段,对青州市部分民办养老机构进行实地走访,通过对床位规模、入住情况、服务质量、财务状况等问题的调查,以及与民办养老机构管理者的访谈,总结了民办养老机构经营中存在的具体困难,针对突出的问题和矛盾,研究分析造成民办养老机构发展困境的多方面、深层次的原因;第三阶段,针对民办养老机构发展存在的问题,提出解决青州市民办养老机构实现可持续发展的建议和可行性对策。民办养老机构的兴起和发展,改变了传统老年福利事业投资主体和机构种类单一的局面,对补充和完善我国养老保障体系发挥着重要作用。发展民办养老机构不仅能够带动经济的发展,更能够促进社会的进步,提高老年人的老年生活质量。青州市民办养老机构存在的问题及发展经验都具有代表性,本文对青州市民办养老机构的发展问题进行分析,目的在于分析总结青州市民办养老机构的发展状况,探讨民办养老机构的发展之路。
[Abstract]:With the aging of the population in China, up to now, the elderly population over 60 years old has reached 178 million, accounting for 13 percent of the total population. The number of elderly people has increased greatly, and the family structure has been miniaturized. The traditional only depends on the government and the family to provide for the aged. It is no longer possible to meet the increasingly rich and diversified demand for old-age care services for the elderly. Therefore, it has become an inevitable choice to develop private pension institutions to alleviate the needs of the elderly for the aged. How to find out the key factors that affect the sustainable development of private pension institutions by deeply investigating and studying the inherent problems in the development of pension service industry, and straightening out the relationship between the government, enterprises and individuals. It is urgent to develop private pension institutions to alleviate the social pension problems for the elderly and to further develop private non-enterprise units. This paper is based on the development of pension institutions at home and abroad. Through the analysis of the specific situation of private pension institutions in Qingzhou City, the problems existing in the development of private pension institutions in Qingzhou City were found out. This paper is divided into three stages to carry out specific research: the first stage, through the collection, screening, sorting, summing up and summing up the research situation of the pension institutions at home and abroad, In the second stage, some private pension institutions in Qingzhou City were visited on the spot, through the investigation of bed size, occupancy situation, service quality, financial situation and so on. And the interview with the managers of private pension institutions, summed up the specific difficulties in the management of private pension institutions, in view of the outstanding problems and contradictions, research and analysis of the difficulties caused by the development of private pension institutions in many aspects, deep-seated reasons; In the third stage, in view of the problems existing in the development of the private pension institutions, the paper puts forward some suggestions and feasible countermeasures to solve the sustainable development of the private pension institutions in Qingzhou City, the rise and development of the private pension institutions, It has changed the situation of the traditional old-age welfare enterprise investment main body and the single type of organization, and has played an important role in supplementing and perfecting the old-age security system of our country. The development of the private pension institution can not only promote the development of the economy, but also improve the social security system. It can promote social progress and improve the quality of life of the elderly. The problems and development experience of private pension institutions in Qingzhou City are representative. This paper analyzes the development problems of private pension institutions in Qingzhou City. The purpose of this paper is to analyze and summarize the development of private pension institutions in Qingzhou, and to discuss the development of private pension institutions.
