科技服务业统计:对象与指标体系研究

【摘要】:近年来,作为非国民经济标准行业的科技服务业在社会各界受到越来越广泛的关注,国家与地方政府纷纷制定科技服务业发展政策文件,不仅要求大力发展科技服务业,同时对科技服务业的信息提出需求。而目前国内科技服务业统计实践工作开展的十分不一致,主要表现为:不明确科技服务业统计的对象以及科技服务业统计应反映的信息。在如此背景下,学界对科技服务业的研究却极少。本文基于科技服务业统计的客观现实,开展科技服务业的界定研究以及科技服务业统计指标体系研究,以期为开展科技服务业统计工作提供新思路。 首先,界定科技服务业。通过开展科技服务业属性研究、统计目的研究以及国外相关专题统计研究,确定科技服务业的界定应以科技服务活动为出发点,以国民经济核算“产品部门分类”为原则,从而通过明确科技服务活动确定科技服务业的内涵。进一步地,基于国民经济核算理论与科技服务业的内涵,就当前科技服务业争议内容开展系统研究并做归属判断,同时明确基于产品部门分类的科技服务业边界。在此础础上,以服务内容为分类标准,将科技服务业内部结构分为四个层次并与国民经济标准行业分类形成对接。即通过“内涵-边界-内部分类”三方面的研究,明确什么是科技服务业。 其次,明确统计指标体系。通过开展产业信息统计指标体系构建的一般规范以及科技服务业信息统计特殊需求的研究,明确科技服务业统计指标体系构建的依据与原则。在此基础上,研究政府宏观管理的决策需求,社会大众与理论研究者的信息需求,以及未来可能的潜在信息需求,明确科技服务业统计指标体系包括投入、产出两大内容模块,并进一步明确各模块的具体统计指标,从而建立反映科技服务业信息需求的统计指标体系。 然后,通过开展科技服务业统计指标基础数据收集与汇总实施方案的研究,论证本文设计的科技服务业统计指标体系的可行性。 最后,针对本文的研究结果,从统计对象、统计内容与资料获取三方面对科技服务业统计工作提出了相关对策建议,并指出本文研究的局限与未来的展望。
[Abstract]:In recent years, the science and technology service industry, which is not the standard industry of national economy, has received more and more attention from all walks of life. The national and local governments have formulated policy documents for the development of science and technology service industry, which not only require the development of science and technology service industry.At the same time, the information of science and technology service industry needs.At present, the statistical practice of science and technology service industry in China is very inconsistent, mainly as follows: the object of statistics of science and technology service industry and the information that should be reflected in the statistics of science and technology service industry.In this context, the academic research on science and technology service industry is very little.Based on the objective reality of science and technology service industry statistics, this paper studies the definition of science and technology service industry and the statistical index system of science and technology service industry, in order to provide a new way of thinking for the development of science and technology service industry statistics.First, define the science and technology service industry.Through the research on the attribute of science and technology service industry, the research of statistical purpose and the statistical research of relevant foreign topics, it is determined that the definition of science and technology service industry should be based on the scientific and technological service activities as the starting point and the product sector classification of national economic accounting as the principle.So as to determine the connotation of science and technology service industry through clear science and technology service activities.Furthermore, based on the theory of national economic accounting and the connotation of science and technology service industry, this paper makes a systematic research on the contents of the current scientific and technological service industry dispute and makes the attribution judgment.On the basis of this, the internal structure of science and technology service industry is divided into four levels with the service content as the classification standard, and it is connected with the standard industry classification of the national economy.Namely, through the study of "intension-boundary-internal classification", it is clear what is science and technology service industry.Secondly, a clear statistical index system.Through the research on the general norms of the construction of the index system of industrial information statistics and the research on the special needs of the information statistics of the scientific and technological service industry, the basis and principle of the construction of the statistical index system of the scientific and technological service industry are clarified.On this basis, this paper studies the decision-making needs of government macro management, the information needs of the public and theoretical researchers, as well as the potential information needs in the future, and clarifies that the statistical index system of science and technology service industry includes two major modules: input and output.Furthermore, the specific statistical indexes of each module are clarified, and the statistical index system reflecting the information demand of the scientific and technological service industry is established.Then, the feasibility of the statistical index system of scientific and technological service industry is demonstrated through the research on the basic data collection and collection scheme of the statistical index of science and technology service industry.Finally, in view of the research results of this paper, the author puts forward some countermeasures and suggestions on the statistical work of science and technology service industry from three aspects of statistical object, statistical content and data acquisition, and points out the limitations of this study and the prospect of the future.
