钦州市饭店行业供需分析与调控对策研究

【摘要】：钦州市是一个旅游起步较晚,旅游经济不发达的城市。近年来,由于国务院提出的对北部湾开放开发的方针政策,同时,中国石油千万吨炼油厂在钦州的落成,全国第六个保税港区的兴建以及广西第十二届运动会的举办等重大事件使钦州市成为了一个热点城市。钦州市政府为了招商引资,针对五星级饭店优惠政策的出台则引发了各地开发商在钦州市投资建设高星级饭店的热潮,进而催生了许多大型、高星级饭店项目计划落户钦州。但是与此同时,钦州市当地许多饭店的经营情况却逐渐在恶化。由于担忧盲目引入众多高星级饭店的进驻,会引发钦州市饭店行业发展的不良后果。本文通过对钦州市饭店行业的供需关系的分析,依据“发现问题一分析问题一解决问题”的框架,采用文献分析、实地考察、归纳演绎以及问卷调查等方法,在客观分析钦州市饭店行业发展现状的基础上,运用旅游需求及供给、市场营销等理论以及spss软件,对钦州市饭店行业的饭店数量、档次结构、空间分布、产品服务等方面的供需状况进行了剖析,并基本确定了钦州市饭店行业市场客源的需求情况,分析了钦州市饭店行业的客源特征。发现钦州市饭店行业的市场供需情况有如下特征：总量充足；饭店规模较小；按客房数量测算的档次结构较为合理,但是在建或拟建的高档饭店项目投入市场后,会造成高档饭店的客房数量超标,总量过剩；各县区的饭店空间分布不均；饭店产品硬件同质化严重,服务质量不高；需求从2011年上半年开始已出现不足的情况；客源较为成熟,目的以政务及商务为主,短途客人居多,房价选择最多的是中档饭店的价位。同时,发现钦州市饭店行业还存在档次结构、时间空间以及产品质量等方面的非均衡以及饭店产品缺乏核心竞争力等问题。在此基础上,针对性地对钦州市在宏观环境的发展、饭店行业管理、饭店规划和政策制定以及饭店企业自身因素等方面的存在问题进行了分析,提出了调控对策：在政府层面上,要着力优化饭店行业生存的宏观环境,完善交通的可进入性,加快城市发展的建设步伐,大力发展会展经济,提升旅游业发展的质量等；还要强化政府部门对饭店行业的管理及支持,加强相关部门的合作,强化旅游部门的职能,积极发挥行业协会的作用；应出台饭店行业发展规划,在不断变化的社会经济条件下,优化饭店行业空间布局,优化饭店行业档次结构,引导饭店行业健康投资,完善饭店行业的退出机制；在企业层面上,则要培养饭店的核心竞争力,加强企业文化建设,构建品牌,提升服务：要解决人才匮乏的问题,留住优秀人才,引进饭店管理集团,构建饭店人才培养体系等。
[Abstract]:Qinzhou is a tourism started late, tourism economic underdeveloped city. In recent years, the State Council put forward the opening and development of Beibu Gulf policy, at the same time, Chinese 10 million tons of oil refining factory in Qinzhou was completed, the sixth bonded port construction and the twelfth Guangxi games and other major events. Qinzhou City has become a hot topic in the city. The Qinzhou municipal government in order to attract foreign investment, according to the five star hotels preferential policy led to all developers in Qinzhou city construction investment high star hotels boom, then give birth to a number of large, high star hotel project located in Qinzhou. But at the same time, many of the local business in Qinzhou city the hotel has gradually deteriorated.
Due to the introduction of a number of concerns in blind high star hotels, adverse consequences will lead to development of Qinzhou hotel industry. Based on the analysis of the hotel industry of Qinzhou in the relationship between supply and demand, on the basis of the "discovery framework for problems solving the problems", using literature analysis, field investigation, induction and deduction, questionnaire, based on objective analysis of current situations of Qinzhou hotel industry, the tourism demand and supply, marketing theory and SPSS software, the number of Qinzhou city hotel industry, hotel grade structure, spatial distribution, supply and demand of products and services and other aspects of the analysis, and determine the basic demand of tourist market in Qinzhou city the hotel industry, analyzes the characteristics of Qinzhou city tourist hotel industry. Found in Qinzhou City, the hotel industry market supply and demand situation has the following characteristics: the total amount of sufficient hotel; The smaller number of rooms; according to the grade structure calculation is reasonable, but under construction or proposed upscale hotel projects into the market, will cause the number of high-grade hotel rooms in excess of the total county area; exceed the standard, hotel space uneven distribution; the hotel product hardware homogenization serious, service quality is not high; the demand from starting in the first half on 2011 the shortage has occurred; tourism is relatively mature, with the purpose of government and business oriented, short most of the guests, prices are the most mid-range hotel price. At the same time, found that the Qinzhou city hotel industry also has grade structure, problems of time and space and the quality of products such as non balanced and lack of core competitiveness of hotel products.
On this basis, according to the Qinzhou city in the macro environment for the development of the hotel industry, hotel management, the problems of planning and policy formulation and self factors of hotel enterprises are analyzed, put forward the Countermeasures: at the government level, to focus on optimizing the macro environment of hotel industry survival, improve the traffic can be entered to accelerate the pace of construction, city development, development of exhibition economy, promote tourism development quality; but also to strengthen the management of government departments and support for the hotel industry, the relevant departments to strengthen cooperation, strengthen the functions of the Department of tourism, actively play the role of industry associations; should be introduced to the hotel industry development planning, in a constantly changing the social and economic conditions, optimizing the spatial layout of hotel industry, hotel industry grade structure optimization, and guide the healthy investment in the hotel industry, improve the exit mechanism of hotel industry; At the enterprise level, we must cultivate the core competitiveness of the hotel, strengthen the construction of corporate culture, build brand and enhance service: we need to solve the problem of talent shortage, retain excellent talents, introduce hotel management group, and build hotel personnel training system.
