金融危机背景下大连软件和服务外包产业发展对策研究

【摘要】：软件和服务外包产业是迄今为止人类社会进步进程中发展最快、渗透性最强的产业,是国民经济的基础性和战略性产业,是优化资源配置、推动传统产业不断升级和提高社会劳动生产率的新动力,是国际竞争的制高点。金融危机的出现,凸显转变经济发展方式、促进产业结构升级和改变外贸结构的紧迫性,大力发展服务和外包产业成为我国加快经济发展方式转变、产业结构升级和外贸结构优化的战略选择,国家也为此制定了一系列支持服务外包产业发展的政策措施。同时,世界经济正经历以现代服务业转移为主要特征的新一代产业结构调整,大力发展现代服务业已经成为发展中国家参与国际竞争,实现现代化的又一重要战略选择。此外,为了降低企业成本、控制发展风险、提升创新力和竞争力,大型跨国公司纷纷采取外包来实现企业效率的提高,这也为软件和服务外包提供了难得的发展机遇。因此,作为大连市经济发展方式转变的支柱产业——软件和服务外包产业正面临着巨大的发展机遇和严峻的挑战。发展软件和服务外包产业对中国经济结构调整、劳动生产率的提升有很大的促进作用。但是当前大连软件和服务外包产业的发展还存在着产业规模小、外包市场高度集中、产业缺乏自主产权以及缺少产业复合型人才的劣势和不足,很大程度上制约了大连软件和服务外包产业的发展。通过论文将结合大连的实际情况,了解大连软件和服务外包的现状,通过与班加罗尔等软件和服务外包产业城市进行比较,发现大连软件和服务外包产业的优势和劣势,从而给出大连软件和服务外包产业发展的对策和建议。本文的创新点主要有以下几个方面：一是本文针对金融危机影响下,发展软件和服务外包的必要性和紧迫性进行研究,运用了外部治理和内部治理理论基础,从生产要素、发展模式、需求市场和企业发展等方面对比国内外成熟发展案例,分析了大连软件和服务外包产业的优势和劣势,从而得出对大连软件和服务外包产业发展的对策和建议。二是研究发现,发展大连软件和服务外包产业应该将外部治理和内部治理相结合。一方面,政府应该加大对软件和服务外包产业的政策支持和鼓励,建立和完善相关法律法规,为其发展创造良好的外部环境；另一方面,软件和服务外包产业自身也应该加强内部管理,科学经营,规范化管理,适应市场需求,健全管理制度,创造良好的内部发展运行环境。三是在市场经济高速发展的今天,大连软件和服务外包产业外部与内部共同治理的条件下,办出特色,办出创新,推动大连软件产业的全面发展和可持续发展。
[Abstract]:The software and service outsourcing industry is the fastest growing and most permeable industry in the progress of human society so far. It is the basic and strategic industry of the national economy and the optimization of the allocation of resources. It is the commanding point of international competition to promote the upgrading of traditional industry and the new motive force of improving social labor productivity. The emergence of the financial crisis highlights the urgency of changing the mode of economic development, promoting the upgrading of the industrial structure and changing the structure of foreign trade, and vigorously developing the service and outsourcing industries has become the transformation of the mode of economic development in China. With the strategic choice of upgrading industrial structure and optimizing foreign trade structure, the government has formulated a series of policies and measures to support the development of service outsourcing industry. At the same time, the world economy is undergoing a new generation of industrial structure adjustment characterized by the transfer of modern service industry. Developing modern service industry has become another important strategic choice for developing countries to participate in international competition and realize modernization. In addition, in order to reduce the cost of enterprises, control development risks, enhance innovation and competitiveness, large multinational companies have adopted outsourcing to achieve the efficiency of enterprises, which also provides a rare development opportunity for software and service outsourcing. Therefore, the software and service outsourcing industry, which is the pillar industry of Dalian's economic development mode transformation, is facing enormous development opportunities and severe challenges. The development of software and service outsourcing industries has greatly promoted the adjustment of China's economic structure and the improvement of labor productivity. However, the current development of Dalian software and service outsourcing industry still has the disadvantages of small scale, highly concentrated outsourcing market, lack of independent property rights and lack of industrial complex talents. To a large extent, it restricts the development of Dalian software and service outsourcing industry. According to the actual situation of Dalian, the paper will understand the current situation of Dalian software and service outsourcing, and find out the advantages and disadvantages of Dalian software and service outsourcing industry by comparing with Bangalore and other cities of software and service outsourcing industry. The countermeasures and suggestions for the development of Dalian software and service outsourcing industry are given. The innovations of this paper are as follows: First, this paper studies the necessity and urgency of developing software and service outsourcing under the influence of the financial crisis, and applies the theoretical basis of external governance and internal governance, from the production factors to the development model. Compared with the mature development cases at home and abroad, the advantages and disadvantages of Dalian software and service outsourcing industry are analyzed, and the countermeasures and suggestions for the development of Dalian software and service outsourcing industry are obtained. Second, it is found that the development of Dalian software and service outsourcing industry should combine external and internal governance. On the one hand, the government should increase policy support and encouragement to the software and service outsourcing industry, establish and improve relevant laws and regulations, and create a good external environment for its development; on the other hand, Software and service outsourcing industry itself should strengthen internal management, scientific management, standardized management, adapt to market demand, perfect management system, and create a good internal development and operation environment. Third, with the rapid development of market economy, under the condition of external and internal governance of Dalian software and service outsourcing industry, it is necessary to develop the characteristics and innovate to promote the overall development and sustainable development of Dalian software industry.
