【摘要】：随着我国现代化建设的推进,公共服务业对国民经济发展的作用日益凸现。加强公共服务业,既是加快发展服务业的重要组成部分,又是推动各项服务业加快发展的重要保障,同时也是转变政府职能、建设和谐社会的内在要求。公共服务业不仅关系到公众的生活水平,而且关系到国家和社会的发展步伐,具有极其重要的作用。长期以来,我国政府承担了提供公共服务的全部职责,随着经济全球化的到来,公共服务领域不断扩大,不可避免的造成了公共服务质量低下、效率不高等现象。为了适应新形式下的新需要,黑龙江省公共服务的多元化改革势在必行。因此,积极探索和研究黑龙江省的公共服务多元化改革,打破政府对公共服务的长期垄断,强化市场对资源的配置作用,创建公民满意的公共服务,显得极为重要。在经济全球化的大环境下,借鉴发达国家的各方面经验,加大发展公共服务业是提升国家社会福利水平的重要途径,对国民经济起着积极的促进作用。从发展方式上看,公共服务业多元化发展离不开政府与市场两个方面共同的作用,市场竞争机制应该在公共服务业多元化发展中日渐发挥基础性作用。本文采纳新公共管理理论,公共选择理论,新公共服务理论以及治理理论,用以考察国内外公共服务业多元化的实践历程及其经济社会效果,通过分析黑龙江省公共服务业的现状和存在的问题,提出了发展黑龙江省公共服务业的目的与对策,其中包括优化以市场为主体,确立合理经营模式,提高市场化程度等。
[Abstract]:With the development of modernization in China, the public service industry plays an increasingly important role in the development of national economy. Strengthening the public service industry is not only an important part of accelerating the development of the service industry, but also an important guarantee to speed up the development of the various service industries. At the same time, it is also the inherent requirement of transforming the government functions and building a harmonious society. The public service industry is not only related to the living standard of the public, but also related to the development of the country and society, which plays an extremely important role. For a long time, our government has assumed the full responsibility of providing public services. With the arrival of economic globalization, the field of public services has been expanding, which inevitably leads to the low quality and low efficiency of public services. In order to adapt to the new needs under the new form, it is imperative to reform the diversity of public service in Heilongjiang Province. Therefore, it is very important to actively explore and study the reform of public service diversification in Heilongjiang Province, break the government's long-term monopoly on public service, strengthen the role of the market in allocating resources, and create a satisfactory public service for citizens. Under the environment of economic globalization, drawing lessons from the experiences of developed countries and increasing the development of public service industry is an important way to improve the level of national social welfare, which plays a positive role in promoting the national economy. In terms of development mode, the diversification of public service industry can not be separated from the role of government and market, and the mechanism of market competition should play a fundamental role in the diversification of public service industry. This paper adopts the theory of new public management, the theory of public choice, the theory of new public service and the theory of governance to investigate the practice course and economic and social effect of the diversification of public service industry at home and abroad. By analyzing the present situation and existing problems of public service industry in Heilongjiang Province, the paper puts forward the purpose and countermeasures of developing public service industry in Heilongjiang Province, including optimizing the market as the main body, establishing a reasonable management model and raising the degree of marketization, etc.
