人力资本与离岸服务外包产业发展相关性研究

【摘要】:随着经济全球化的不断加深和信息技术的飞速发展,离岸服务外包作为全球服务业跨国转移的重要方式迅速发展,在经济发展中起到越来越重要的作用。离岸服务外包产业作为现代高端服务业的重要组成部分,具有经济附加值大、资源消耗低、环境污染少、吸纳就业能力强等诸多优点,目前已扩展到IT服务、人力资源管理、金融、保险、会计、客户服务、研发、产品设计等众多领域。本文认为离岸服务外包产业兼具劳动力密集与人力资本密集的双重特征,因此,承接国人力资本的数量和质量对该产业的发展起着重要的作用。同时,离岸服务外包产业的发展具有很好的溢出效应,十分有利于承接国劳动者提高自身的人力资本水平。从离岸服务外包产业发展的实际情况和国际比较来看,人力资本会影响离岸服务外包产业长远发展,也是现阶段制约我国离岸服务外包产业进一步提升的重要因素。因此,研究人力资本与离岸服务外包产业发展相关性具有重要的理论与现实意义。 本文在吸收、借鉴国内外已有的相关研究的基础上,认为现有研究存在的不足是对离岸服务外包产业的性质没有明确界定、缺少对人力资本与离岸服务外包产业发展相关性的深入研究与阐述、统计模型的实证检验说服力低,从而确定了本文研究的核心和研究思路。在明确离岸服务外包产业的内涵和性质之后,,着重研究人力资本与离岸服务外包产业发展的相关性,并构建模型进行实证检验;之后对我国离岸服务外包产业发展及适用人才供求现状进行分析,提出充分发挥政府“指挥棒”作用,充分发挥企业、高校、社会培训机构的主体作用,加强政企校合作与沟通,探索离岸服务外包人才新型培养模式等措施,促进我国人力资本提升与离岸服务外包产业发展。具体而言,本文共包括六部分内容: 第一章为导论。通过介绍论文选题背景,确立了文章的研究价值,即研究人力资本与离岸服务外包产业发展相关性具有重要的理论与现实意义。在对国内外研究现状进行总结与分析的基础上,确立了本文的研究思路与研究方法、创新点和存在的不足。 第二章为相关概念内涵与理论前提。目前国内外对于离岸服务外包内涵理解不一,本文对此做出了界定;随后简要阐述人力资本的有关概念和相关理论。本章是论文的理论基础及前提。 第三章探究人力资本与离岸服务外包产业发展的相关性,这是本文的重点之一。该部分建立一个两者相互影响的机制框架,定性考察人力资本与离岸服务外包产业发展的相关性。其中,人力资本通过要素效应、外部效应和技术外溢效应促进离岸服务外包产业的发展;离岸服务外包产业发展通过示范带动效应、人才培养效应、竞争效应和经验积累效应促进一国人力资本的提升。 第四章是人力资本与离岸服务外包产业发展相关性的实证检验。在第三章定性分析的基础上,运用计量方法,建立向量自回归模型进行实证检验,验证得到人力资本与离岸服务外包产业发展之间存在的相关性。 第五章分析我国离岸服务外包产业发展及适用人才供求现状。本部分以我国离岸服务外包产业发展背景、现状为研究的切入点,通过与印度对比,着重分析我国离岸服务外包适用人才供求现状,以期为对策建议提供现实基础。 第六章是促进我国人力资本提升与离岸服务外包产业发展的对策建议。通过前面几章的分析得出结论:人力资本与离岸服务外包产业发展具有相互影响、相互促进的关系。随着一国人力资本水平的提升,其在离岸服务外包市场上的竞争力也逐步提升;随着一国离岸服务外包产业的发展,其国内劳动者的人力资本水平也在不断提高。因此,为提升我国在全球离岸服务外包市场上的竞争力,要充分发挥政府引导、管理的“指挥棒”作用,促进我国服务外包产业的发展,要创立服务外包适用人才的新型培养模式,提升人力资本水平。
[Abstract]:Along with the deepening of economic globalization and the rapid development of information technology, offshore service outsourcing is developing rapidly as an important way of transnational transfer of global service industry, and plays a more and more important role in the economic development. Offshore service outsourcing industry, as an important part of modern high-end service industry, has great economic added value and resources. It has been extended to IT services, human resources management, finance, insurance, accounting, customer service, R & D, product design and so on. This paper holds that offshore service outsourcing industry has dual characteristics of labor intensive and human capital intensive. The quantity and quality of this industry plays an important role in the development of the industry. At the same time, the development of offshore service outsourcing industry has a good spillover effect, which is very helpful for the workers of the country to raise their own human capital level. From the actual situation of the development of offshore service outsourcing industry and international comparison, the human capital will affect the offshore suit. The long-term development of the outsourcing industry is also an important factor restricting the further promotion of offshore service outsourcing industry in China. Therefore, it is of great theoretical and practical significance to study the relationship between human capital and offshore service outsourcing industry.
On the basis of absorbing and drawing on the related research at home and abroad, this paper thinks that the shortcomings of the existing research are not clearly defined on the nature of the offshore service outsourcing industry, and lack the in-depth study and exposition of the correlation between human capital and offshore service outsourcing industry, and the empirical test of the model is low persuasive. After defining the connotation and nature of the offshore service outsourcing industry, the paper focuses on the study of the correlation between human capital and offshore service outsourcing industry, and builds a model for empirical test. Then, it analyzes the current situation of the development of offshore service outsourcing industry and the present situation of the application of talent supply and demand. To play the role of the "baton" of the government, give full play to the main role of enterprises, universities and social training institutions, strengthen the cooperation and communication between government and enterprises, explore the new training mode of offshore service outsourcing personnel, and promote the development of human capital and offshore service outsourcing industry in China. In particular, this article includes six parts:
The first chapter is the introduction. Through the introduction of the background of the topic selection, the research value of the article is established. It is of great theoretical and practical significance to study the relationship between human capital and offshore service outsourcing industry. On the basis of summarizing and analyzing the current research situation at home and abroad, the research ideas and research methods are established, and the innovation points are established. And the shortcomings of the existence.
The second chapter is the connotation and the theoretical premise of the related concepts. At present, the connotation of offshore service outsourcing is different at home and abroad. This article defines it, and then briefly expounds the related concepts and related theories of human capital. This chapter is the theoretical basis and premise of this paper.
The third chapter explores the relationship between human capital and offshore service outsourcing industry, which is one of the key points of this paper. This part establishes a mechanism framework of mutual influence between human capital and offshore service outsourcing industry. In this part, human capital has passed the factor effect, external effect and technology spillover effect. To promote the development of offshore service outsourcing industry, the development of offshore service outsourcing industry through demonstration drive effect, talent training effect, competitive effect and experience accumulation effect promote the promotion of human capital in one country.
The fourth chapter is an empirical test of the relationship between human capital and offshore service outsourcing industry. On the basis of the qualitative analysis of the third chapter, the measurement method is used to establish a vector autoregressive model to verify the correlation between the development of human capital and the offshore service outsourcing industry.
The fifth chapter analyzes the development of offshore service outsourcing industry in China and the present situation of the supply and demand of applied talents. This part takes the development background of offshore service outsourcing industry in our country and the current situation as the breakthrough point. Through the comparison with India, the present situation of the supply and demand for offshore service outsourcing in China is emphatically analyzed in order to provide the practical basis for the countermeasures and suggestions.
The sixth chapter is the countermeasures to promote the promotion of human capital and the development of offshore service outsourcing industry in China. Through the analysis of the previous chapters, it is concluded that the development of human capital and offshore service outsourcing industry has mutual influence and mutual promotion. With the promotion of human capital level in a country, it is competing in the offshore service outsourcing market. With the development of a country's offshore service outsourcing industry, the human capital level of the domestic workers is increasing. Therefore, in order to improve our competitiveness in the global offshore service outsourcing market, we should give full play to the role of government guidance, the management "baton", and promote the development of the service outsourcing industry in China. It is necessary to create a new training mode for service outsourcing talents and enhance the level of human capital.
