英国服务业生产者价格指数的编制及借鉴

【摘要】：改革开放以来,我国服务业飞速发展,在国民经济中占据重要地位。服务业生产者价格的变动对相关行业和企业的发展乃至国民经济的运行均会产生显著影响,这使得相关部门对服务业生产者价格统计数据的需求越来越迫切。服务业生产者价格指数(SPPI)反映的是服务业企业所提供服务的平均价格变动情况。目前我国仅电信业已开始试编SPPI,尚未形成完备系统的服务业生产者价格指数体系。相比之下,英国SPPI的编制工作起步较早,编制方法和统计技术均已趋向成熟。因此,通过研究英国SPPI的编制方法,可以为我国编制SPPI提供一些理论指导和经验借鉴,对于改进我国服务业统计方法、提高国民经济核算质量和宏观调控水平,具有重要的理论和现实意义。本文的主旨在于通过回顾英国SPPI的发展历程,系统研究英国SPPI编制的理论基础和具体编制流程,在此基础上结合我国的实际,探索编制中国SPPI的路径选择。论文共分为五个部分,结构安排如下：第一章是引言。首先介绍英国SPPI的概念和主要应用,对比中国服务业价格统计的滞后性,阐述研究英国SPPI编制的现实意义。通过总结部分相关国际组织和发达国家在SPPI方面的研究进程,以及国内的相关文献,表明中国SPPI刚刚处于起步阶段,学术界及统计部门正逐步认识到完善服务业生产者价格指数体系的迫切性。最后指出本文结构安排、创新点和不足。第二章是英国SPPI发展历程的回顾。以1995年英国国家统计局成立了CSPI专门工作组作为英国SPPI发展起点,将英国SPPI的发展史划分为三个阶段,分别是：起步阶段(1995—2000年)、发展阶段(2001—2005年)和完善阶段(2006年至今)。同时分阶段对英国SPPI在扩展指数覆盖面、完善编制方法、提高数据质量等方面所取得的主要进展进行概括。第三章对英国SPPI的编制方法进行系统研究。首先阐述英国编制SPPI的理论基础,介绍英国SPPI的统计范围和结构分类,重点研究英国SPPI的编制步骤：(1)确定抽样框和抽样方法。采用英国跨部门商业注册机构的注册企业作为抽样框,抽样方法使用概率抽样法中的分层抽样法。(2)服务产品定价及价格数据收集。服务定价方法包括重复性服务直接使用价格法、单位值法、组件定价法、百分比费率法、样品定价法、基于工作时间的定价法,价格数据收集以邮寄调查问卷为主。(3)计算权数。权数根据每五年进行一次的SPPI营业额调查数据计算。(4)样本数据整理和质量调整。常用质量调整方法有重叠法、可比替代法、数量调整法、生产成本法、Hedonic方法。(5)采用固定权重拉氏公式计算SPPI。(6)价格指数的发布。第四章以英国电信业SPPI和银行业SPPI的编制为例,归纳英国编制SPPI的实践经验。在研究英国电信业SPPI时,主要分析电信服务分类架构的革新及电信服务定价方法的比较；研究英国银行业SPPI时,主要研究其统计范围、金融中介服务定价方法及指数的计算。最后结合中国电信业和银行业发展的实际情况,总结可供借鉴的成功经验。第五章研究中国SPPI的编制问题。在借鉴英国编制SPPI成功经验的基础上,尝试构建中国SPPI的编制框架,设计编制中国SPPI的数据调查方案,探讨中国SPPI的具体编制流程和编制方法。着重分析在编制中可能遇到的难点问题并提出相应解决策略。最后对中国SPPI的发展进行展望。由于国内对SPPI的研究与实践处于刚刚起步阶段,尚未对英国SPPI进行研究探索,因此本文在主要参照英国及相关国际组织研究成果的基础上,系统地研究英国SPPI的编制方法,立足于我国服务业发展的实际,探索发展中国SPPI的路径选择。本文的创新点在于：在国内首次对英国SPPI的概念、应用、统计范围等基本理论问题进行阐述；分阶段回顾英国SPPI的发展历程；介绍编制英国SPPI的具体步骤,对服务定价方法及质量调整方法进行总结分析；总结英国电信业SPPI和银行业SPPI的编制实践,并研究出对中国的经验借鉴；构建中国SPPI的基本结构分类；设计编制中国SPPI的数据调查方案；探讨编制中国SPPI的具体流程和编制方法,分析编制中可能遇到的难点问题并提出应对策略。由于信息不充分、研究时间及个人能力的限制,本文所设计的中国SPPI编制框架中可能遗漏个别行业,完善详细的指数分类结构还有待进一步研究。
[Abstract]:Since the reform and opening up, the service industry in China has developed rapidly and occupies an important position in the national economy. The changes in the producer price of service industry will have a significant impact on the development of related industries and enterprises and even the operation of the national economy, which makes the demand for the statistical data of service industry producers more and more urgent. The producer price index (SPPI) reflects the average price change of services provided by the service industry. At present, only the telecom industry in China has begun to try to compile SPPI, which has not yet formed a complete system of producer price index system of service industry. In contrast, the compilation work of SPPI in the UK is early, and the methods of compilation and statistics have become mature. Therefore, through the study of the compilation method of the British SPPI, we can provide some theoretical guidance and experience for our country to compile SPPI. It is of great theoretical and practical significance to improve the statistical methods of service industry in our country and to improve the quality of national economic accounting and the level of macro regulation and control.
The main purpose of this paper is to systematically study the theoretical basis and the specific programming process of British SPPI by reviewing the development process of British SPPI, and to explore the path selection of Chinese SPPI on the basis of the reality of our country.
The paper is divided into five parts, and the structure is arranged as follows:
The first chapter is introduction. First, it introduces the concept and main application of British SPPI, compares the lag of the price statistics of China's service industry, and expounds the practical significance of the research on the compilation of British SPPI. By summarizing the research process of the related international organizations and the developed countries in SPPI, and the related literature at home, it shows that the Chinese SPPI is just in the start. At the stage, the academic and statistical departments are gradually recognizing the urgency of improving the producer price index system in the service industry. Finally, it points out the structural arrangement, innovation and deficiency of this paper.
The second chapter is the review of the development of the British SPPI. In 1995, the British National Bureau of statistics established the CSPI special working group as the starting point for the development of the British SPPI, dividing the history of the development of British SPPI into three stages, namely: the starting stage (1995 - 2000), the development stage (2001 - 2005) and the perfect phase (2006 to present). The main progress made by the British SPPI in expanding its index coverage, improving its compilation methods and improving data quality is summarized.
The third chapter systematically studies the preparation methods of British SPPI. First, it expounds the theoretical basis of SPPI in Britain, introduces the statistical scope and structural classification of the British SPPI, and focuses on the steps of the compilation of British SPPI: (1) determining the sampling frame and sampling method. Method using the stratified sampling method in probability sampling. (2) service product pricing and price data collection. Service pricing methods include direct use of price method, unit value method, component pricing method, percentage rate method, sample pricing method, working time based pricing method, and price data collection by mailing questionnaire (3). The weight number is calculated according to the data of SPPI turnover per five years. (4) sample data arrangement and quality adjustment. The common quality adjustment methods have overlapping method, comparable substitution method, quantity adjustment method, production cost method, Hedonic method. (5) use the fixed weight Lagrangian formula to calculate the publication of the price index of SPPI. (6).
The fourth chapter, taking the SPPI of the British telecommunications industry and the SPPI of the banking industry as an example, summarizes the practical experience of the United Kingdom for the compilation of SPPI. In the study of the British telecommunications industry SPPI, the main analysis of the innovation of the telecommunications service classification framework and the comparison of the pricing methods of telecommunications services; the study of the British banking industry SPPI, the main study of its statistical scope, the pricing of financial intermediation services. Finally, combined with the actual situation of the development of China Telecom industry and banking industry, the successful experience for reference is summarized.
The fifth chapter studies the problem of the compilation of Chinese SPPI. On the basis of the successful experience of making SPPI in the United Kingdom, we try to build the framework of Chinese SPPI, design and compile the data survey scheme of Chinese SPPI, and discuss the specific compilation process and method of Chinese SPPI, and analyze the difficult problems that may be encountered in the compilation and put forward the corresponding solutions. Strategy. Finally, the development of China's SPPI is prospected.
Since the research and practice of SPPI in China are in the beginning stage, and the British SPPI has not been studied and explored. Therefore, based on the research results of British and related international organizations, this paper systematically studies the compilation methods of British SPPI, based on the reality of the development of China's service industry, and explores the path selection of the development of China's SPPI. The innovation points of this article are as follows: the basic theoretical problems, such as the concept, application and statistical scope of British SPPI in the country for the first time, review the development course of British SPPI in stages, introduce the specific steps of the British SPPI, summarize and analyze the service pricing method and the quality adjustment method, and summarize the British Telecom Industry SPPI and the bank. The practice of SPPI is developed and the experience of China is studied; the basic structure classification of China's SPPI is constructed; the data investigation scheme of Chinese SPPI is designed and compiled; the specific process and method of compiling Chinese SPPI are discussed, and the difficult problems that may be encountered in the compilation are analyzed and the coping strategies are put forward.
Due to insufficient information, time and limitations of personal ability, some industries may be omitted in the Chinese SPPI framework designed by this article, and further research is needed to improve the detailed index classification structure.
