武汉市现代服务业主导产业选择研究

【摘要】：20世纪中下叶以来,在科学技术不断发展、国际分工不断深化、产业结构不断调整升级的多重驱动下,现代服务业在全球范围内掀起热潮,成为各国经济竞争角逐的新焦点。我国“十二五”规划中,也再一次强调了发展现代服务产业的战略意义,并提出努力创造有利的市场环境和政策环境,积极培育新业态,寻找新领域,推动我国服务业整体水平向现代化、高端化前进的战略任务。近年来,武汉市顺应全球经济发展的大趋势以及国家的产业政策,提出突破性发展现代服务业,并取得了丰硕成果,随着江汉区、东湖国家自主创新示范区先后获批“国家服务业综合改革试点区”、“国家现代服务业试点”,武汉市现代服务业发展正进入一个崭新的历史机遇期。然而,在武汉市现代服务业总量快速增长、规模不断扩大的同时,结构水平较低、投资重点不明确、发展重点不突出等“结构性”问题也逐渐显现,成为制约着武汉市现代服务业进一步向高端化、现代化发展的重要因素。现代服务业产业类别众多、各产业间发展水平、关联程度、重要程度存在差异,如何有层次、有重点、有先后的科学统筹发展现代服务业,是亟待解决的一个重要命题。本文关于武汉市现代服务业主导产业选择研究的命题正是在这一背景下提出的。本文以主导产业选择理论为理论基础,以武汉市现代服务业的发展现状为客观依据,围绕发展基础、创新能力、产业关联度、发展潜力四个基准,构建了现代服务业主导产业选择评价模型,利用多层级熵值法计算相关指标,最终确定了金融业、现代物流业、现代商贸业为现阶段武汉市现代服务业发展的主导产业,并分别针对三大主导产业提出了“夯实基础”、“积极转型”“提升优势”的政策建议,希望为武汉市现代服务业的突破性发展提供一定的参考作用。
[Abstract]:Since the middle and lower part of the 20th century, with the continuous development of science and technology, the deepening of international division of labor and the continuous adjustment and upgrading of industrial structure, modern service industry has become a new focus of economic competition and competition in the world. In the 12th Five-Year Plan, China once again emphasized the strategic significance of developing the modern service industry, and put forward efforts to create a favorable market environment and policy environment, actively cultivate new forms of business, and seek new fields. Push our country service industry overall level to modernize, the strategic task that advanced to advance. In recent years, Wuhan has complied with the general trend of global economic development and the national industrial policy, and put forward a breakthrough development of modern service industry, and has achieved fruitful results, along with the Jianghan District, East Lake National Independent Innovation demonstration Zone has been approved "National Service Industry Comprehensive Reform pilot area" and "National Modern Service Industry pilot area". The development of modern service industry in Wuhan is entering a new historical opportunity period. However, while the total amount of modern service industry in Wuhan is growing rapidly and the scale is constantly expanding, the structural level is low, the focus of investment is not clear, and the "structural" problems, such as lack of emphasis on development, are also gradually emerging. It has become an important factor restricting the development of modern service industry in Wuhan. There are many types of modern service industry, and there are differences in the development level, correlation degree and important degree among different industries. How to develop modern service industry scientifically and scientifically is an important proposition to be solved urgently. This paper puts forward the proposition of the study on the leading industry of modern service industry in Wuhan under this background. Based on the theory of leading industry selection and the development of modern service industry in Wuhan, this paper focuses on four benchmarks: development basis, innovation ability, industrial correlation degree and development potential. This paper constructs the evaluation model of the leading industry of modern service industry, calculates the related indexes by using the multi-level entropy method, and finally determines the leading industries of the development of modern service industry in Wuhan at the present stage, such as finance industry, modern logistics industry and modern commerce industry. It also puts forward the policy suggestions of "tamping the foundation", "actively transforming" and "promoting advantage" in view of the three leading industries, hoping to provide some reference for the breakthrough development of modern service industry in Wuhan.
